Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Respondent: Mr Jeremy Wright

Representation Summary:

I live in the development south of the proposed site and I strongly object to the proposed development! The local road infrastructure is creaking as a result of developments both north of the proposed site and in adjacent wards. Harrogate Road from Greengates junction to the Canal Bridge is a death trap! When turning both into and out of Providence Avenue, you take your life and those of your passengers in your own hands! Another c100 cars (2 per house) will only exacerbate the safety issues we face on a day to day basis. The new traffic island adjacent to Providence Avenue is a joke. Cars, vans and lorries regularly overtake on the wrong side of the road starting from the canal bridge up towards Greengates! In addition, the proposed site is home to rousting bats and a fox den so damage to the local eco system will also ensue!

Representation Summary:

The area has seen a lot of residential development over the years. The loss of green spaces which adds to the overall attractiveness of Apperley Bridge is affected. We as a family will be negatively impacted by a development at the rear of our property due to: loss of light & overshadowing, overlooking, loss of privacy, loss of visual amenity due to properties built substantially above us.We have already felt the affects from the above development at West Wood Fields.Developing the area could also affect our retaining wall & consequently water issues in our gardens due to loss of land.We are at the bottom of the gradient of a substantial amount of properties above us with a lot of green space gone.Further highway safety issues, further traffic generation, further noise & disturbance. POLLUTION! Loss of trees/wildlife & there are a multitude of different wild animals that use & live in that land.

Representation Summary:

This plan suggest to make providence avenue a thru road, this is safe environment for families and this would encourage more traffic through the estate. I am made to believe the access will take part of the field at the back of the estate which would not only affect the character and structure of the surrounding woodland, it would encourage flooding in this area, which is already bad enough and causes problems

Representation Summary:

There is too much road traffic on Apperley Bridge already.
There has been hundreds of new houses built in the area in the last couple of years any more will be detrimental.
We are running out of Green Land in the area. Apperley bridge is becoming a concrete jungle.
Broadband is already poor in the area.
There are extremely poor bus links in the area.
there is not enough infrastructure in the area to support more houses (Shops
due to the elevation any houses built would completely overlook the houses below.

Representation Summary:

The proposed development will be the fourth new development on this 900yd radius. There are limited local support services and no investment is being made to support the local community. This stretch of road has been a building site for the past 10 years. It will have a devastating impact on the few remaining green spaces in this area. The noise and pollution and impact to the water covert and canal, and wildlife will be impacted. Whilst more and more people will have to work from home, you will be condemning us all to having to work on a building site, with constant beeping and pollution. The houses below the planned site will be impacted by the noise more so. We don’t need more houses in this tiny village that doesn’t even have a local shop.

Representation Summary:

I object to access for the proposed development coming from Providence Avenue or anywhere on the Apperley Green development which is situated adjacent to the proposed site. The roads are not suitable for increased traffic flow due to being narrow and already crowded with residents vehicles.
I am also concerned about decreased access to green space for local residents and threat to trees, hedges and wildlife.

Representation Summary:

It is part of greenbelt and it would destroy wild life area. This area is overcrowded and far too busy and is becoming a danger with high volumes of speeding traffic. With reference to the house building increase you jeopardise our health and wellbeing.
Concentrate on brown field areas for building.
Instead of increasing the number of housing in general, why not think of ideas on how to stabiles population growth.
We need more schools, Doctor / Dentist surgeries and local community centres etc

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 28791

Received: 24/03/2021

Respondent: Environment Agency

Representation Summary:

Site in Flood Zone 1 ONLY
Mitigation should be set above the 1 in 100 plus cc level for the site as suitable for the proposed vulnerability classification (EA standing advice should cover this).

If the site is considered Greenfield then surface water discharge rates post development should be restricted to the pre development Greenfield discharge rate. If the site is considered Brownfield then there should be a 30% reduction in surface water discharges, or restricted to Greenfield rates, there should be no increase in brownfield surface water discharge rates post development. So as to support prevention of cumulative increases to flood risk and should be in line with SuDs design principles.

For developments near ordinary watercourses we would recommend an 8 metre easement strip along the length of the riverbank, or a 45degree angle from the bed in the case of culverts, to be kept clear of permanent structures such as buildings. This is to maintain access to the riverbank for any improvements or maintenance. A Flood Defence Consent may be required for the LLFA for works in/affecting an ordinary watercourse.

For main rivers, we generally require an 8 metre easement strip along the length of the riverbank to be kept clear of permanent structures such as buildings, or a 45degree angle from the bed in the case of culverts. This is to maintain access to the riverbank for any improvements or maintenance. Environmental Flood Risk Activity Permits may be required for development near rivers.

It is possible the sites within close proximity to Flood Zones 3b, 3 and 2 may be subject to future risk identified within the SFRA (to follow) which may affect its allocation or how development should be sequentially laid out on the site.

Consideration must be made to making space for water and providing betterment in terms of flood risk management where ever possible.

Sites NE11/H and NE10H land between the two new developments should both be removed from the allocation of housing. Sites should be identified as green spaces for re-wilding and the development of sustainable drainage systems.
