Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Respondent: Mr David Benson

Representation Summary:

1 This a sloping site and includes open fields and a dilapidated dwelling, the Bronte Way passes through the centre of the site along with low voltage pylons. Other uses such as a tree planting area or an extension to the existing southern allotments are also being considered as options for the site.
I would think this would be a greater benefit to the local community

2 The potential to consider access from the south through the Western Thornton Master plan area eg Royd St would seriously affect safe access to the park and play area.

Representation Summary:

This small area, TH5, does not have an adequate road structure to support a development here. There is a 'pinch point' already with two way flow of traffic only just managing by drivers being patient and courteous. If a development went ahead here, peak time traffic would be hazardous, particularly for pedestrians and especially children walking to school. Additional houses at TH8 might be a better option.

Representation Summary:

I have a view over the valley and hillside towards Queensbury and Clayton unobstructed by housing. I do not wish that to change. This area was always used as allotments and is an area full of wildlife, It should remain so. The land however is very overgrown and many trees and bushes are dead. The stone wall along side the Hill Top road is also in need of repair. I would support the planting of a few new trees on this site and encouraging the use of the allotments.

Plus there is already too much traffic in the Hill Top area.

This is a small plot with Bronte Way through the middle and it benefits the area to keep it as grazing land.

The house and the barn on the land is privately owned and I am aware doesn't want to sell. There are issues of access- Hilltop is not designed for heavy traffic the road is already dangerous for residents.

As I have already mentioned in other objections this will spoil a beautiful section of the Bronte Way and undermine Thornton's village identity.

Representation Summary:

This field has many springs underneath it, is on the Bronte way, has very dangerous access from Hill Top rd on a blind corner, and would be much better used as allotments. As a country, we are supposed to be greener and more eco friendly...surely giving more residents the opportunity to grow their own food would be better than cramming more houses into a piece of land with the problems already mentioned. The facilities in the village eg schools, Drs are already inadequate. The history of the Bronte birthplace needs to be promoted, not hindered by the building of houses along the walk which brings visitors to the village.

Representation Summary:

Bats live in the derelict barn; all bat species are legally protected and hope the council would not commit a criminal offence by disturbing a bat nest for their own gain. Privacy is a concern; new properties would have direct view of my garden and into my property. This land is currently being rented from the council by local individuals for garages and allotments.. The land is neither vacant or unused, are the council going to meet there obligation to sell the land to the occupiers first? I assume any new houses built would not be in a direct clash with the heritage buildings surrounding. As parking is already as massive issue on Hilltop Rd, we would assume any new properties would be built with more than sufficient parking facilities. Concerns with new properties being built on land with a spring running through it.

There could be a lot of potential problems to overcome at this site. The spring here could lead to flooding. Access to the road would be very difficult causing jams. In winter, the gradient from the build to the road would be dangerous due to ice or snow.

Hill Top Rd would not support more traffic as it turns into West Lane and then James St.
it only supports 1 way traffic as it is so to add more traffic to it would seriously impact on the residents around Wicken Lane and would become a traffic bottle neck.

Totally against building on this land firstly it is rented from the council on a grazing license for our horses locals and visitors love seeing our horses in the fields they are in keeping with the area Bronte way runs through the land building houses will ruin the walk people dont want to be looking onto new houses. There is also enough allotments in Thornton leave the land for animals to graze. Also what about the extra traffic on Hilltop? The road isn’t designed for access to new housing estates any entrance would be dangerous. Also the house and the barn are privately owned and we are aware the owner does not want to sell his property. There is much more suitable land in and around Thornton

Representation Summary:

Increased risk of water run off affecting lower buildings and roads lower due to reduced capacity of land to absorb water.
Proximity to protected habitats. Negative impact of increased footfall and traffic.
Increase in traffic leading to traffic log jams, particularly at peak times and during road works and bad weather.
Inability of local infrastructure; roads, schools, doctors, dentist, public transportation and limited leisure facilities to cope with any increase in demand.
Destruction of unique character and heritage of village.
Unnecessary destruction of green field/belt when should be developing empty properties and brown field and derelict sites first.
Negative impact on local economy as village less attractive to visitors, particularly walkers.
Reducing village to 'commuter' belt where majority of new residents are not actively engaged in the community.
Increased threat to livestock from 'out of control' dogs. Increased volume of dog faeces fouling local footpaths, pavements and other habitats.

Topography not suitable for residential housing
The Access onto Hill top Road which is adjacent to Wicken Lane is not suitable. Already blind spots when driving from Wicken onto Hill Top Road. Additional vehicles would pose a problem, its dangerous.
The bungalow is not dilapidated, just need some TLC. what is the intention for the buildings ( demolition)?
There are natural springs on throughout the site
The Bronte way passes through this site and should remain as an open pathway as it has done for many years
Historically this site was allotments and in the current climate should be opened up as such once again, alongside tree planting which would benefit the flora and fauna and planet.communities have much more interest in growing their own produce and growing insect friendly flowers.
could be a community site for the whole village
limited resources in the village to support any further housing

Representation Summary:

The Bronte Way public footpath, which is a draw for tourists and has high cultural significance, passes through the centre of this space and would spoil the original route.

Grade II listed buildings are adjacent to site.
Development of the site would have a moderate impact on the Bronte landscape and long distance views.

The site is within a Green Infrastructure Corridor.

The site is located within the 7km buffer of the SPA/SAC.

Site has poor access from a single lane, unmade track, the egress being at an angle to the busy Hill Top Road at the junction with Wicken Lane. Rural roads not suitable for increased traffic load.

The site has been identified as having potential alternative uses as a tree planting area and/or allotments which is far more environmentally friendly.

Detached from local services due to poor public transport and topography.

Representation Summary:

Site in Flood Zone 1 ONLY
Mitigation should be set above the 1 in 100 plus cc level for the site as suitable for the proposed vulnerability classification (EA standing advice should cover this).

If the site is considered Greenfield then surface water discharge rates post development should be restricted to the pre development Greenfield discharge rate. If the site is considered Brownfield then there should be a 30% reduction in surface water discharges, or restricted to Greenfield rates, there should be no increase in brownfield surface water discharge rates post development. So as to support prevention of cumulative increases to flood risk and should be in line with SuDs design principles.

For developments near ordinary watercourses we would recommend an 8 metre easement strip along the length of the riverbank, or a 45degree angle from the bed in the case of culverts, to be kept clear of permanent structures such as buildings. This is to maintain access to the riverbank for any improvements or maintenance. A Flood Defence Consent may be required for the LLFA for works in/affecting an ordinary watercourse.

For main rivers, we generally require an 8 metre easement strip along the length of the riverbank to be kept clear of permanent structures such as buildings, or a 45degree angle from the bed in the case of culverts. This is to maintain access to the riverbank for any improvements or maintenance. Environmental Flood Risk Activity Permits may be required for development near rivers.

It is possible the sites within close proximity to Flood Zones 3b, 3 and 2 may be subject to future risk identified within the SFRA (to follow) which may affect its allocation or how development should be sequentially laid out on the site.

Consideration must be made to making space for water and providing betterment in terms of flood risk management where ever possible.

Representation Summary:

The site is located adjacent to several Grade II Listed Buildings to the west of the site along Hill Top Road. The development of this area could harm elements which contribute to the significance of these designated heritage assets.
See attachment for full representation
Before allocating this site for development:
(1) An assessment needs to be undertaken of the contribution which this site makes to those elements which contribute towards the significance of the Listed Buildings in its vicinity, and what impact the loss of this undeveloped site and its subsequent development might have upon their significance.
(2) If it is considered that the development of this site would harm elements which contribute to the significance of the Listed Buildings, then the measures by which that harm might be removed or reduced need to be effectively tied into the Plan.
(3) If, at the end of the process, it is concluded that the development would still be likely to harm elements which contribute to the significance of these Listed Buildings, then this site should not be allocated unless there are clear public benefits that outweigh the harm (as is
required by NPPF, Paragraph 195 or 196).
