I am objecting to the proposed Policy SP16 on the basis that, to date, Planning Committees have often ignored the objections of a community that will be detrimentally impacted by a proposed development in favour of the Developer. Therefore, City of Bradford MDC does not have a good track record when it comes to supporting the communities it serves. The proposed policy pays lip-service by including a token mention of “…stakeholders and communities with the District...”. For a true “Working Together” approach, the involvement of local communities needs to be more prominent and they need to be given a stronger voice. In addition, those participating in Planning Committees need to be more accountable for their actions. There needs to be greater recognition that the Council is employed to serve the population in its District and not allow Developers and big business to get its way without challenge.

The green belt was set up to stop urban expansion. In the case of Bradford, to stop it becoming part of Leeds.

Bradford planning office being completely undemocratic wishes to pour cement and tarmac all over the green belt in Tong. The reason I say undemocratic is as follows.

There has not been one survey, or opinion poll taken in Bradford, which agrees with Bradford councils views on building on green belt. In fact approx 90 % of population of Bradford totally disagree with Bradford councils housing and road plans. However, the council which claims represents the people is acting like a fascist state.

Your new road and housing plans directly effect my Grade II house and land. However, you have not had the decency to contact me over the last 10 years. I doubt you care less about me than the environment and the creatures that need it.

I recommend that this policy should include reference to the importance, and great value to be derived, from working with the community and voluntary (ie third) sector, especially to ensure diverse groups are involved and local voices heard in co-creating change. It should also recognise that through engaging communities in the range of work mentioned (e.g. environmental projects, sustainable transport development, local regeneration) it produces greater social value, community cohesion and equality benefits, as well as more sustainable forms of development.

Another good set of goals here, however, a little surprised to see that much of this is an ‘Evolving Context.’

Eager to understand intentions to attract new business/investment and solve the following:

• Short term
- Is there a business delivery team that has clear focus, with well-defined objectives?
- Immediate need to reskill a manufacturing workforce.
- Adopt/implement strategy to reverse decline in education standards. Current strategy is not working.
- Turn unviable brownfield into viable brownfield. Approach taken over last 15 years not working. Cannot be the basis of policy going forward.

• Medium term
- Set to change the course of the economy from manufacturing to a ‘greener’ and knowledge-based economy.

• Long term
- how you intend to stay ahead of the curve in employment terms.

Have made/presented a few suggestions, so perhaps you might indicate how Bradford Council is to address each of the above and measure success/failure?

I attended one of the housing sessions, and voiced objections in person. The only response was the defence that Bradford and Leeds officials were talking to each other about these proposals. To be frank, I do not think that is correct. Indeed, there was a recent case where a housing development in Bradford only became known to planning officers in Leeds when I sent them coverage from the Telegraph & Argus!

Our experience of working together does not reflect the reality. This is not just about talking to achieve understanding but followed up by joint commitments to achieve common objectives.
Polices can be paper exercises that do not really mean much unless attitudes change to work better with groups such as ours.
