Representation Summary:

I agree that there needs to be a policy on Transport and the Environment but this falls far short of what is required. The Council has declared a Climate EMERGENCY - the hint is in the words - and has signed up to the target of zero carbon emissions by 2038. If, as at 2, 'Transport projects must be able to ensure the quality of life of current and future generations through their construction, operation and maintenance' then every project must be carbon neutral, preferably without recourse to carbon offsetting but if offsetting is part of the calculation, the Council should be certain that the 'offsetting provider' is part of a voluntary certification scheme (VGS or VCS). 'Improving' outcomes for the environment is not enough - this is an emergency and the Council has an important part to play.

Representation Summary:

he green belt was set up to stop urban expansion. In the case of
Bradford, to stop it becoming part of Leeds. Bradford planning office
being completely undemocratic wishes to pour cement and tarmac all
over the green belt in Tong. The reason I say undemocratic is as
follows. ~There has not been one survey, or opinion poll taken in
Bradford, which agrees with Bradford councils views on building on
green belt. In fact approx 90 % of population of Bradford totally
disagree with Bradford councils housing and road plans. However, the council which claims
represents the people is acting like a fascist state.

Your new road and housing plans directly effect my Grade II house and
land. However, you have not had the decency to contact me over the
last 10 years. I doubt you care less about me than the environment and
the creatures that need it.

Representation Summary:

I support any attempts to reduce car use in the district. This needs to feed into planning decisions i.e. better safer cycling and walking routes housing located close to public transport and reduced on street parking. My reasons are that excessive car use reduces physical activity, reduces social cohesion (interaction between neighbours), reduces play opportunities for children, increases health conditions (obesity / lung conditions) etc.
If this could feed into the allocation of school places that would be a good start i.e. you can't apply to go to a school further than walking distance unless there is not a closer one. There are cases throughout the district whereby pupils are driven from 7 miles away to school every day whilst others were not allowed to go to the local schools!

Representation Summary:

Bradford Cycling Campaign welcomes the recognition of the need to include environment considerations in all transport plans and find nothing in TR2 to disagree with. However, it feels like the aims in this policy should be overarching requirements in all policies rather than being considered as separate policy.

Representation Summary:

We welcome and support the principles contained in Policy TR2: Transport and Environment. The role transport schemes have in contributing to improving places including the natural and built environments, is acknowledged in the draft West Yorkshire Connectivity Infrastructure Plan.

However, the Policy does not currently refer to reducing CO2 emissions from transport, which is the highest emitting sector, contributing 44% of total regional CO2 emissions. These emissions are predominantly from road transport, particularly private vehicles. Our approach is to build green and blue infrastructure into our schemes which will support biodiversity, whilst minimising transport’s contribution to carbon emissions. This could be cross referenced within the Policy.

We welcome recognition of the need to include environmental considerations in all transport plans. However, the aims in this policy should be overarching requirements in all policies rather than being considered solely as a separate policy.

We are concerned that the aims of this policy contradict a number of the other transport policies. e.g. in relation to TR1, the Shipley-Bradford road improvement scheme (TR1: E) will encourage more traffic, and will worsen already existing environmental problems such as carbon emissions, air and noise pollution.

Modelling needs to be carried out to assess what the likely increase of carbon emission will be from any new transport infrastructure projects to ensure they are compatible with Bradford Council’s aim to get to zero carbon emissions by 2038.

Transport / air quality:
- As the transport modelling has not yet been completed for the proposals set out in this consultation, Kirklees Council is keen to engage in that process to understand the implications of the proposals to inform further comments. This includes:
- Potential impacts on the local road network (particularly Birstall and Birkenshaw / Cleckheaton wards)
- Potential impacts on the strategic network (including the M62 J26/J27 and access to those motorway junctions)
- Understanding the impacts of the potential changes to the A650 which are referred to in the Local Infrastructure Plan but do not appear to be shown on the emerging Policies Map.
- Kirklees Council is keen to understand any air quality implications of the proposals on the Kirklees road network. An Air Quality Management Area in the southern area of Birkenshaw (Whitehall Road East/Bradford Road) should be considered when assessing air quality implications.
- The council is keen for walking and cycling links to be improved in this area especially where this links to Local Cycling and Walking Infrastructure Plans and where proposals could facilitate links to the existing/indicative Core Walking and Cycling networks set out in the Kirklees Local Plan.
