he green belt was set up to stop urban expansion. In the case of
Bradford, to stop it becoming part of Leeds. Bradford planning office
being completely undemocratic wishes to pour cement and tarmac all
over the green belt in Tong. The reason I say undemocratic is as
follows. ~There has not been one survey, or opinion poll taken in
Bradford, which agrees with Bradford councils views on building on
green belt. In fact approx 90 % of population of Bradford totally
disagree with Bradford councils housing and road plans. However, the council which claims
represents the people is acting like a fascist state.

Your new road and housing plans directly effect my Grade II house and
land. However, you have not had the decency to contact me over the
last 10 years. I doubt you care less about me than the environment and
the creatures that need it.

I support strong and ambitious Green Space Infrastructure Standards - both for new developments and existing houses. I looked at the technical report for Bingley and it highlighted the importance of having a standard that takes into account walking distance. For example, Bingley is assessed as having a good amount of parks - yet most of this is St Ives that is at least a 30-45 minute walk for many residents and therefore not accessible.
Bradford Council should proactively seek to provide GS if standards are not met for a particular area of town (e.g. the Priestthorpe area of Bingley).
Also the GS standards should take into account the amount of private gardens. A survey of pupils at Priestthorpe Primary school found that 48% do not have access to a garden. This needs to be taken into account in the standards too.

2. Such development proposals must demonstrate how: (a) through physical alterations and a management plan for the lifetime of the development, certain aspects are maximised and there are net gains in biodiversity; and (b) the mitigation hierarchy has been applied systematically to avoid harm to biodiversity. If significant harm cannot be avoided in this way, development should not be permitted.

Green infrastructure is becoming ever more important, and it is important for inclusion within local policy to ensure local developments deliver multifunctional green spaces that help achieve national goals to become carbon neutral and enhance and reconnect biodiversity, as well as reconnecting people with nature.

Therefore, as stated above, would encourage the inclusion of Building with Nature standards as a means by which multifunctional green infrastructure should be delivered on sites. Whilst we appreciate the anticipation of the Natural England national standards, the recent trials have highlighted the need for incorporating Building with Nature as a mechanism for delivery as the two are very closely aligned, with the Building with Nature framework already developed, functional and supported in practice.

Worth noting that policy documents can also achieve Building with Nature accreditation, hence should this policy be expanded and the requirement for multifunctional green infrastructure be reflected throughout the document.

Representation Summary:

Recognition of the proposed national Standards Framework for GI is welcomed.

The proposed policy for new development to meet the national GI Standards is likely to support delivery of GI in Bradford district, but there may be a need to develop locally specific policy on GI to ensure application of the national Standards reflect local circumstances - the national Framework is expected to complement local policy rather than act in its place. This would provide the opportunity for local policy on GI to set out how it can support other policies on nature recovery and Net Biodiversity gain which are currently not recognised in section 4.25.

As the national Framework is still being developed, there is potential for further quantified standards to be included alongside the Urban Greening Factor and the Accessible Natural Greenspace Standards.

Although it does not currently seem to be reflected in the Local Infrastructure Plan, the national GI Standards Framework and associated national GI dataset and mapping is intended to support LPA's in undertaking assessments such as the Open Space Assessment Needs and Demand Assessment, and this work should be informed where appropriate by the national Standards Framework and national mapping data being produced by Natural England.
