We have some beautiful architecture here in Bradford and this should be preserved, protected and celebrated. There are many amazing buildings such as residential housing that have fallen into disrepair or are extremely neglected.

he green belt was set up to stop urban expansion. In the case of
Bradford, to stop it becoming part of Leeds. Bradford planning office
being completely undemocratic wishes to pour cement and tarmac all
over the green belt in Tong. The reason I say undemocratic is as
follows. ~There has not been one survey, or opinion poll taken in
Bradford, which agrees with Bradford councils views on building on
green belt. In fact approx 90 % of population of Bradford totally
disagree with Bradford councils housing and road plans. However, the council which claims
represents the people is acting like a fascist state.
Your new road and housing plans directly effect my Grade II house and
land. However, you have not had the decency to contact me over the
last 10 years. I doubt you care less about me than the environment and
the creatures that need it.

EN 4 Historic environment. Using heritage as part of regeneration programmes has been rather a disappointment in my area the main North St is a shabby mess. Low mill is another site allowed to descend into ruin. It seems to me we lack a strategy to identify sites and examine how they might be restored to worthwhile effect. The mills along the rivers would be another example. How about stabilising the ruins and creating proper heritage trails?

The general policy text should help ensure that the Local Plan is effective in meeting the aims of section 16 of the National Planning Policy Framework.
The Leeds & Liverpool forms an important heritage asset through the district, including through the Saltaire World Heritage Site. Whilst we welcome in part C(2) the reference to industrial heritage, we believe that reference to the canal itself should be included. This would make the plan more effective as it would make it clearer to decision makers that the waterway itself is a heritage asset. The is pertinent as the multifunctional role of the canal is such that its heritage value is not otherwise immediately obvious to decision makers and developers.

WYAAS support the wording of Policy EN4 but think It would be helpful to developers & be in accordance with the NPPF (see para.187) if developers could be referred to the Historic Environment Record (HER) held by WYAAS, for the identity of non-designated heritage assets (NDHAs) held in the West Yorkshire HER that might exist within their area of proposed interest, and the potential that their area of interest might hold for containing currently unidentified NDHAs.
WYAAS would suggest It might be helpful to add a sentence to this effect at the end of para.4.28.13

We are very supportive of this policy, as Saltaire WHS is part of our parish area. However, we also need to see a reduction in carbon emissions from the Saltaire WHS.
Whilst we do understand the importance of maintaining the character of these buildings and sites, it is important to encourage retrofitting to improve the energy efficiency of buildings, eg insulation, solar panels where these would not be prominent, more efficient and low carbon heat sources.
We would like a policy in the draft plan to reflect this.
