More needs to be done however. Road widening, an incinerator, additional car parking spaces, out of town retail centres, expensive public transport and a dependency on building to regenerate the city have adverse effects on air pollution. Greening school grounds, community allotments etc would be beneficial.

he green belt was set up to stop urban expansion. In the case of
Bradford, to stop it becoming part of Leeds. Bradford planning office
being completely undemocratic wishes to pour cement and tarmac all
over the green belt in Tong. The reason I say undemocratic is as
follows. ~There has not been one survey, or opinion poll taken in
Bradford, which agrees with Bradford councils views on building on
green belt. In fact approx 90 % of population of Bradford totally
disagree with Bradford councils housing and road plans. However, the council which claims
represents the people is acting like a fascist state.
Your new road and housing plans directly effect my Grade II house and
land. However, you have not had the decency to contact me over the
last 10 years. I doubt you care less about me than the environment and
the creatures that need it.

The landscape integrity of the Valley will be materially affected by these developments, but even more so should the SEBAR be introduced, and in that case the increase in traffic will bring environmental hazards, particularly noise pollution and air pollution
Question 46b asks for comments on Policy EN8 and Question 47 for comments on Policy EN9. In both cases there is a clear contradiction, or “internal tension” as one officer put it, between these policies and the idea of constructing an arterial road and thousands of new houses on Green Belt land, in the heart of unspoilt countryside and the very fringes of the district: where transport by bicycle or on foot are for the fittest and those least constrained by time; where households with second or third cars will be the norm and not the exception; and where employment land is most likely to benefit those from outside the District, again bringing more motor vehicles into the vicinity of Tong Village.

In broad terms, it is considered that Highways England should support the provisions of Policy EN8, as it commits the Council to tackling air pollution and improving air quality throughout the District. As such, it is considered that Highways England should work proactively with the Council on the emerging CAZ, through the stated Supplementary Planning Document to ensure the aspirations of the CAZ do not impact upon the safe operation of the SRN.

We welcome the approach set out within Policy EN8 to tackling air pollution and improving air quality throughout the District, particularly the recognition of the important part which can be played be green infrastructure in absorbing pollutants.
The Draft Local Plan should acknowledge that new agricultural development (e.g. intensive pig and poultry) may also pose risk to air quality.
Please see Annex 1 extract below for further guidance regarding how the Draft Local Plan could address the impacts of air quality on the natural environment.
Air pollution
We would expect the plan to address the impacts of air quality on the natural environment. It should address the traffic impacts associated with new development, particularly where this impacts on European sites and SSSIs. The environmental assessment of the plan (SA and HRA) should also consider any detrimental impacts on the natural environment, and suggest appropriate avoidance or mitigation measures where applicable.
Natural England advises that one of the main issues which should be considered in the plan and the SA/HRA are proposals which are likely to generate additional nitrogen emissions as a result of increased traffic generation, which can be damaging to the natural environment.
The effects on local roads in the vicinity of any proposed development on nearby designated nature conservation sites (including increased traffic, construction of new roads, and upgrading of existing roads), and the impacts on vulnerable sites from air quality effects on the wider road network in the area (a greater distance away from the development) can be assessed using traffic projections and the 200m distance criterion followed by local Air Quality modelling where required. We consider that the designated sites at risk from local impacts are those within 200m of a road with increased traffic, which feature habitats that are vulnerable to nitrogen deposition/acidification. APIS provides a searchable database and information on pollutants and their impacts on habitats and species.
