Respondent: Mr Philip Sutcliffe
he green belt was set up to stop urban expansion. In the case of
Bradford, to stop it becoming part of Leeds. Bradford planning office
being completely undemocratic wishes to pour cement and tarmac all
over the green belt in Tong. The reason I say undemocratic is as
follows. ~There has not been one survey, or opinion poll taken in
Bradford, which agrees with Bradford councils views on building on
green belt. In fact approx 90 % of population of Bradford totally
disagree with Bradford councils housing and road plans. However, the council which claims
represents the people is acting like a fascist state.
Your new road and housing plans directly effect my Grade II house and
land. However, you have not had the decency to contact me over the
last 10 years. I doubt you care less about me than the environment and
the creatures that need it.

Respondent: The Coal Authority
The Coal Authority supports this policy and its supporting pre-amble which acknowledges that the area has been subject to past coal mining activity which may have left a legacy. We are pleased to note that this policy requires consideration of ground conditions and the risks posed by land instability to support development proposals.

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Respondent: John Finnigan
The landscape integrity of the Valley will be materially affected by these developments, but even more so should the SEBAR be introduced, and in that case the increase in traffic will bring environmental hazards, particularly noise pollution and air pollution
Question 46b asks for comments on Policy EN8 and Question 47 for comments on Policy EN9. In both cases there is a clear contradiction, or “internal tension” as one officer put it, between these policies and the idea of constructing an arterial road and thousands of new houses on Green Belt land, in the heart of unspoilt countryside and the very fringes of the district: where transport by bicycle or on foot are for the fittest and those least constrained by time; where households with second or third cars will be the norm and not the exception; and where employment land is most likely to benefit those from outside the District, again bringing more motor vehicles into the vicinity of Tong Village.

Respondent: Highways England (Yorkshire & North East Team)
In broad terms, it is considered that Highways England should support the provisions of Policy EN9, as it states that proposals for development must identify potential nuisance issues (including noise, vibration, odour, light and dust) arising from the nature of the proposal and address impacts on that development from existing
land uses.
Such policy will reduce the impact of development proposals at the SRN with regards to noise on the M606, and it is considered that Highways England should work with site promoters through the planning process to ensure that the aspirations of the policy are enacted.

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021
Representation ID: 19872

Respondent: Natural England
Overall, Natural England consider the scope of the pollutants considered within Policy EN9 to be adequate but advise that the wording of this policy could be strengthened by including:
- policy requirement for development to provide a robust evidence base and field surveys where necessary, to establish the status of agriculture land that could be Best and Most Versatile
- Further emphasis on the importance of soil as a finite resource
- Recognition that soils of high environmental value (e.g. wetland and carbon stores such as peatland) should also be considered as part of ecological connectivity. This should also be reflected within Policy EN2: Biodiversity and Geodiversity
The Draft Local Plan policies should also refer to the Defra Construction Code of Practice for the Sustainable Use of Soils on Construction Sites. It is important to recognise that development (soil sealing) has an irreversible adverse (cumulative) impact on the finite national and local stock of BMV land. Avoiding loss of BMV land is priority, as mitigation is rarely possible. Retaining higher quality land enhances future options for sustainable food production and helps secure other important ecosystem services. In the longer term, protection of BMV land may also reduce pressure for intensification of other land.
Natural England also advise that Policy EN9 could be made more robust by including further consideration of the impacts of light pollution. Light pollution has negative impacts on local amenity, intrinsically dark landscapes and nature conservation (especially bats and invertebrates). The Draft Local Plan should address the impacts of light pollution on the natural environment through Policy EN9 and other policies as appropriate (e.g. design policies). Light pollution mapping is available from CPRE.
