he green belt was set up to stop urban expansion. In the case of
Bradford, to stop it becoming part of Leeds. Bradford planning office
being completely undemocratic wishes to pour cement and tarmac all
over the green belt in Tong. The reason I say undemocratic is as
follows. ~There has not been one survey, or opinion poll taken in
Bradford, which agrees with Bradford councils views on building on
green belt. In fact approx 90 % of population of Bradford totally
disagree with Bradford councils housing and road plans. However, the council which claims
represents the people is acting like a fascist state.
Your new road and housing plans directly effect my Grade II house and
land. However, you have not had the decency to contact me over the
last 10 years. I doubt you care less about me than the environment and
the creatures that need it.

1. Refer to the Merton Local Plan, which requires the highest standards of sustainable design and construction.
2. A sustainable construction checklist SPD is required for many developments.
3. EN 10 states that the Council and its partners will “maximise” improvements in energy conservation and so on; yet then states that zero carbon standards will only need to be met for developments of fifty plus houses. This is a striking contradiction and should be amended so that all new developments (including single dwellings), residential and non-residential, should achieve zero carbon standards.
4. Certain stringent requirements concerning heating, need to be met, with a hierarchy dictating the source for the communal heating system.

The purpose the policy ‘to support a move to a lower carbon future’ is in broad alignment with the ambition for the City Region to become a resilient net-zero carbon economy by 2038.
An amendment to encourage higher standards more generally but also the identification of sites which have the potential to be exemplars of sustainability, and steps toward Passivhaus or similar would support market building for zero carbon homes.
The call for sites for renewable and low carbon options and technical work set out under Policy EN10 is welcomed and aligns with the West Yorkshire Devolution Deal 2020 and Strategic Priority 3 of the SEP.
Renewable potential / potential capacity was assessed in AECOM’s ‘Low Carbon and Renewable Energy Capacity in Yorkshire and Humber (2011). There is a need for increased renewable generation in W Yorkshire to meet the regional net-zero carbon target. Although Policy EN10 acknowledges this, there is a lack of clarity on the spatial or quantitative integration of zero carbon emissions infrastructure.

This policy is welcome but there are areas where it can be strengthened to ensure that delivering zero carbon emissions by 2038 is achieved.
Policy wording from the Merton Local Plan re sustainable design (see attached document) is advocated.
All new developments should meet zero carbon standards, not just those of 50+ homes as required by the policy.
There is nothing specific in EN10 on heating. Proposed heat supply policy wording is provided (see attached document).
The plan should also include a policy that states:
