Holme Wood is on Greenbelt (SE18/31/45) in the Tong valley between Leeds and Bradford residential housing on this site will reduce green infrastructure between both cities. Bradford Council has a duty to cooperate across administrative boundaries and is ignoring 4,000 +objections through the Save Tong Valley. The location is subject to flooding. Removing trees and greenbelt will increase run off and floodrisk including downstream areas. Proposals for a S.E Access Road to support C. 300 units at Holme Wood + 1158 at Tong St not clearly explained and would have significant detrimental environmental impact against declared climate emergency.

Bradford has a plentiful supply of brownfield sites that have not been developed.
In her judgement dated 8/6/2020 in Aireborough Neighbourhood Development Forum vs Leeds City Council, Mrs Justice Lieven found that it was wrong to leave Green Belt sites in a development plan solely because the Council wished to reduce the numbers around the district proportionately. Green belt should be removed from the plan and brownfield sites built on first.
This judgement is surely just as relevant to Bradford.
Our Prime Minister's "Build Build Build" announcement on 30/6/2020 said brownfield building would be made easier to protect Green Belt. This should be bourne in mind and our Green Belt not built on.

I represent the Morley North Ward on Leeds City Council. I wish to object on behalf of the Morley Borough Independent Group on Leeds City Council against the proposal on Tong Street. This as a large housing allocation which will have a significant impact on the local communities we represent at Drighlington and Gildersome. This allocation will put more demand on local facilities - such as local roads - especially the A650 - local services such as primary schools and local health centres. Local roads - especially the A650 and A58 - already have significant levels of congestion leading to a negative impact on residents in Drighlington and Gildersome. We object formally to this allocation for these reasons.

These housing centres could be serviced by road improvements at the Ned Lane end and new access by site SE37/E at Tong Lane end. It is considered unnecessary to include in the " Masterplan" a South East Bradford Access Road (SEBAR) if it is being put forward as a link for through traffic between, in effect, the A647 and A650 passing OVER green belt land.

The green belt was set up to stop urban expansion. In the case of
Bradford, to stop it becoming part of Leeds. Bradford planning office
being completely undemocratic wishes to pour cement and tarmac all
over the green belt in Tong. The reason I say undemocratic is as
follows. ~There has not been one survey, or opinion poll taken in
Bradford, which agrees with Bradford councils views on building on
green belt. In fact approx 90 % of population of Bradford totally
disagree with Bradford councils housing and road plans. However, the council which claims
represents the people is acting like a fascist state.

Your new road and housing plans directly effect my Grade II house and
land. However, you have not had the decency to contact me over the
last 10 years. I doubt you care less about me than the environment and
the creatures that need it.

The exclusion of the former Yorkshire Martyrs School site (next to Tong Leadership Academy) from any proposal is unacceptable. It is an eyesore and magnet for antisocial behaviour and will adversely affect any adjoining development if left as is. The site could accommodate a number of houses which would not need to be in green belt.

The inclusion of the current Lane End Farm Shop site for industrial development does not appear sustainable given the road configuration. There is insufficient road capacity at present (pre-lockdown) and any reconfiguration would lose these jobs and possibly affect Tong Garden Centre as well. The existing site bordering the A650 should be the focus of increasing such development.

Any housing development must be accompanied by widening of Ned Lane and Holme Lane, as these will be unsafe with increased traffic movements. There also need to be conditions re schools, local infrastructure and green spaces.

In it's current form I must object to inclusion of so much greenbelt land for housing when inadequate consideration has been given to brownfield sites across BD4.

I also note that in CPRE's submission they highlight that Holme Wood suffers from significant social deprivation, and there is no evidence offered as to how building an urban extension next to Holme Wood would address the needs of that community. At the same time, the scale of countryside loss within this Green Belt pinch-point means that the social impacts of losing access to countryside and green infrastructure falling disproportionately on this already disadvantaged community.

The Plan suggests that Holmewood urban extension is co-dependent with the South East Bradford Access Road but this is missing from the Plan as a transport proposal. Similarly the proposed is Mass Transit Network for WY is not at a stage where it should be considered.
