Surface water drainage problems need resolving in Long Lee

Moss Carr Road (MCR) is a narrow cul-de-sac road and therefore is not suitable or safe access for a major development of 103 dwellings. The poor condition of the road and poor drainage will only be exacerbated by more traffic and dwellings and will lead to damage to the homes on Moss Carr Ave.  

Instead of `creating open spaces’, why not retain and protect some of the open spaces nature provided for natural drainage?

Representation Summary:

Bradford has a plentiful supply of brownfield sites that have not been developed.
In her judgement dated 8/6/2020 in Aireborough Neighbourhood Development Forum vs Leeds City Council, Mrs Justice Lieven found that it was wrong to leave Green Belt sites in a development plan solely because the Council wished to reduce the numbers around the district proportionately. Green belt should be removed from the plan and brownfield sites built on first.
This judgement is surely just as relevant to Bradford.
Our Prime Minister's "Build Build Build" announcement on 30/6/2020 said brownfield building would be made easier to protect Green Belt. This should be bourne in mind and our Green Belt not built on.

I accept that the council has to identify sites as required by the government. However previous local plans required improvements to the narrow bridge in Coney Lane before extra housing could be built. This has not materialised but will be urgently needed with a further 500 new homes in the Long Lee, Parkwood/Woodhouse area. Traffic lights at the junction of Parkwood St/Park Lane and a mini roundabout at the junction of Coney Lane and Low Street might help with the large amount of extra traffic which all these houses will bring.

I object to the housing plan for the Long Lee/Thwaites Brow area proposed in this local plan, most of the planned sites are on Greenfield if not Green Belt land, I am sure there is much more easily available Brownfield sites to build on across the Bradford area. There are already highways issues in Long Lee and this would increase traffic, some of the sites are very close to junctions (Harden Road) or on narrow roads (Moss Carr Road). The school could not accommodate a significant increase in pupils and traffic, parking at school is already a huge problem and this area is very dangerous at times. The bus service to Long Lee does not run often enough for the current residents never mind additional residents. There is a lot of agricultural land in Long Lee, that is currently farmed by cattle farmers, it would be wrong to replace this.

1. The consultation process is flawed in that is discriminates against any one who does not have internet access. There has not been enough time for a thorough consultation, and there has been no individual communication to residents that the consultation was taking place.
2. There should be no building on any greenfield site in Thwaites Brow/Long Lee as the area does not need any more houses and does not have the infrastructure to support the large scale development planned. There are currently 62 properties already being built which will cause serious impact on the only main road into Keighley.
3. Access to Keighley from Thwaites Brow is via Park Lane, this very steep road is already congested especially near the Coney Lane bridge over the river, which is single file and with tight bends and a low railway bridge.

A major drawback for proposed developments in Long Lee/Thwaites is the infrastructure, drainage and roads. There is one road into Keighley, another to Harden and a historical cobbled steep road which is unsuitable for many vehicles. The main road leading to Keighley funnels traffic onto the one-way Coney Bridge which is constrained due to the river and overhead railway bridge. There is no justification for development. No housing need, no employment, one small shop and pharmacy. The primary school has limited places.

Further development will increase air pollution levels. The Plan is flawed as it fails to take a holistic approach to the cumulative impact on the health of residents.

The medical centre has not hosted GP appointments for 15 months and is currently used as a vaccination hub. One hourly bus service. Proposed sites fall within 7km of South Pennine Moors SPA/SAC conservation area.

I strongly object to Bradford Council building houses on Greenbelt land. There are enough Brown field sites with abandoned buildings and unused warehousing that should be considered first. Also what about housing that is unoccupied by missing landlords? Why aren’t these compulsory purchased to start with? You never consider the infrastructure, roads, doctors, schools, sewage, increased traffic etc., when drawing up these plans and what if any will be social housing which is the most needed of all builds? NONE!

settlements within Keighley, on their own, will have a severe impact on the capacity, operation and safety of the SRN, and this will be identified through the transport evidence base being prepared by the Council / the individual assessment of the transport implications of the sites by the sites’ promoters.
However, the quantum of sites forms part of a wider cumulative impact within Keighley and the rest of the development aspirations within the Plan could severely impact the SRN, and this cumulative impact will need to be established by the Council and considered by Highways England.

Green belt should not be considered for development as it is in contravention to Governments aims and objectives.
Local Authorities should maximise the use of brownfield sites before considering changes to Green Belt boundaries.
There are no exceptional circumstances to justify releasing sites from Green Belt protection. All other reasonable options to meet housing need should be considered.
Inadequate proposals have been presented with regards to upgrading local infrastructure to cope with proposed extra housing. and extra pressures on local services.
There is no clear vision to increase passenger capacity on local public transport. This is in contravention to the Governments Decarbonising Transport strategic priority.
No justification for the proposed housing numbers identified to warrant removal of areas of Green Belt.

-Table B omits the “Type” of area (included in table A), therefore is not clear which sites and how many sites are on green belt land.
-Green Belt should remain as such land.
-What grounds are being used used to determine that GreenBelt land, and agricultural land, should be developed for housing?
-There are enough other more suitable sites without re designating these sites.
Access - Moss Carr Road is already busy with parked cars reducing the street to effectively a one way system.
-Park Lane Bridge reduced to single carriageway and supports huge amounts of traffic. Previous requirements that any new development tackle the problem of this bridge.
-Amenities - Long Lee does not have the capacity to support hundreds of new homes.
-Impact on a natural habitats for birds, ducks, migrating geese, herons and stalks.

Constraint of bridges on Coney Lane/Park Lane, present in previous UDPs was removed for unknown/illogical reason.

Was subject of a committee discussion in 2019 - decided that further development should be put on hold until constraints are addressed.

Constraint remains and has not been improved. 1/3 of Keighley East housing sites would need to use Coney Lane for access into Keighley town centre. A new Aldi is being built off this route.

Urge removal of all development/sites in Long Lee and surrounding villages (Parkwood, Woodhouse, Hainworth Wood and Harden) until issue is addressed.

Statements regarding Long Lee's facilities/services are incorrect - no frequent bus service, no fish & chip shop, GP surgery struggling to accommodate existing residents.

Concerned about lack of green space provision and finances to support it as CIL is not easily obtained.

No mention of additional business opportunities on housing sites e.g. shops, parks, pubs, community centres.
