On behalf of the landowner of land East of Sun Street, Haworth, we write to ask the reasons behind why it looks like the land is shown omitted for future possible housing on the Draft Local Plan,(DLP)
It was originally shown in the Shlaa 3 (2015) as being in the Trajectory albeit with LA Policy Constraints So what has changed?
Eg. If it cannot be built on, then why was it originally allocated for future housing in the Shlaa?
The land East off Ivy Bank Lane also allocated on the Shlaa,(2015)has been given Planning Permission for Housing?

2. This should be identified as a proposed change within Policy SP5.
3. Part E of draft Policy SP5, relating to compensatory improvements, should not apply to this Green Belt release.

PROPOSED GREENWAYS ROUTE AT A65/ ASHLANDS ROAD, ILKLEY
Chapter 5.17 of the Preferred Options plan provides the local area strategy and details for Ilkley. Within Chapter 5.17 and the Proposals Map indicates a route for ‘Greenways, Walkways and Cycleways’ to accompany policy TR1 of the plan.

To the east of Kimberley Street, Ilkley, the proposed Greenways route is shown to leave the A65 at the eastern end of Kimberley Street and pass diagonally in a north west direction to Ashlands Road, thereby running directly across an area of open land.

The site at Ashland Road has permission for development and whilst it is acknowledged that the route on the Proposed Map is indicative, it is prudent to ensure the plan is up to date in its preparation. The route on the plan should be amended to run around the site to avoid the central development area. The proposed Greenways route would therefore exit the A65 at the existing footpath location and run directly north toward the Sewage works before turning west at a right angle to meet with Ashlands Road. The proposed amendment will ensure that the proposed maps and plans show an accurate route to ensure they are effective.

The Proposed Site Allocation Map identifies site BU1/H: Sun Lane/Ilkley Road as a preferred housing allocation and of course is supported. However, the Site Allocations Map has a residual notation, indicating the site as being washed over by Green Belt. It is also displayed the same way in the separate ‘Local Area Strategy and Plan’ for Burley-in-Wharfedale set out below paragraph 5.16.32 of the main part of the draft local plan. This must be a cartographical error, as Policy SP5 (and associated accompanying text) of the draft plan relating to Green Belt is clear insofar as it identifies exceptional circumstances as required by paragraph 137 of the NPPF to remove land from the Green Belt, with part B of Policy SP5 listing the specific sites that should be released. This list includes site BU1/H.

Accordingly both the Site Allocation Map and the separate Local Area Strategy and Plan for Burley-in-Wharfedale should be amended, such that it depicts the site removed from the Green Belt consistent with Policy SP5 and to solely indicate its allocation for housing.

We also have the following comments relating to the interactive map and the proposed site allocations for the local plan:

- We recommend that the base map is changed to be in colour. At present the grey-scale base map makes it extremely difficult to pick out important environmental features, such as rivers and streams or other surface water bodies. Adding a colour base map would quickly address this issue.
- We note that some ecological / environmental layers are already included within the interactive map – e.g. SSSI, LNRs etc. We support this. However, added to the above point, we recommend that the map should also include an additional layer(s) to indicate the location of green and blue infrastructure. As there is a specific policy within the local plan dedicated to Green and Blue Infrastructure we feel that currently this is a significant omission. As part of this additional layer(s) information such as the existing detailed river network could be mapped. This is recommended so that the proximity of proposed development sites can be easily cross-referenced with areas of high ecological importance.
