Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Building on proposed sites B14/H and B18/H will have a negative impact on the appearance of local landscapes, decreasing green space and adding to the feeling of being crowded by housing. There will also be a detrimental impact on the habitat and feeding opportunities for the wildlife of Prince of Wales Park and potentially the nearby South Pennine Moors. The access road of Heights Lane and the adjoining roundabout could not cope with the increased traffic flow caused during construction and afterwards during habitation. The road is not wide enough to accommodate footpaths and yet is a popular walking route for locals accessing the countryside and increasing vehicular flow would add to the danger. The local primary school has already had to expand to accommodate increased demand for places, reducing the outdoor play areas for pupils and forcing further change for a school still settling from expansion and COVID lockdowns

I object to the planned development for the following reasons. Increased traffic on Heights Lane which has not clear pedestrian access already and not a suitable road for heavy traffic. Access roundabout at the end of Heights Lane already a major accident spot. Destruction and loss of wildlife in numerous forms, further overload to crowded schools (Heights Lane not currently in catchment area for village schools) overload to already stretched GP services, drainage overload and flooding, increased pollution and loss of open space

In addition to my previous objection to proposed building on Greenbelt and the narrowness of the access road (Heights Lane) are planners aware of a serious drainage problem at the South East corner of B/14H ? This has necessitated the installation of pipes under the garden of properties in Heights Lane with outflow into the gardens of another property in Heights Lane and onward flow along the road to the roundabout .

I would like to object to the proposed further usage of green belt land surrounding Eldwick as per site references B14/H and B18/H (land west of Heights Lane) for housing development. The village of Eldwick has changed in character enormously over recent years with green belt land near Eldwick primary school given over to extensive development and the roads in particular have been unable to cope with increased traffic volumes. Pulling out onto, or trying to cross Otley Road can be extremely hazardous nowadays. The proposed development would be inappropriate for the rural lane and the site and would further exacerbate the traffic issues. It is also too close to the important Prince of Wales Park site which is an important local amenity and wildlife haven. It would be better to focus development on brown field sites rather than continue to erode the valuable green belt land around the village.

Green Belt - space and well being. Cannot be justified when reserves of brownfield elsewhere
Roads - pressure on junction of Heights Lane and Otley Rd.
Low quality mobile and internet connections.
Poor access to public transport.
Development will lead to flooding further downhill
Adverse impact on Prince of Wales Park
Inconvenience to local people during building

I object to development at site references B14/H and B18/H as this is green belt land. Heights Lane is a narrow lane without a pavement, which is used by cyclists and by walkers and runners to access public footpaths. Building houses in this area will create more traffic on all roads into Eldwick and increase risks to walkers and cyclists.
Building houses and increasing traffic will also have a negative impact on the Prince of Wales Park and it’s wildlife due to noise and air pollution.
Local schools are already over subscribed without more houses being built in the Eldwick area

REF B14/H Heights lane west and B18/H Heights lane. I live very near this proposed development. It will cause an unacceptable increase in traffic on a very narrow and winding lane. Park road roundabout through the village in all directions was not designed to take the amount of traffic that will result from this development.
It will cause increased drain overload and flooding the area all the around is full of underground springs
Loss of green belt and wide open spaces will increase air and environmental pollution.
Cause destruction and loss of wildlife in numerous forms.
The area is not on a public bus route which will encourage more car traffic in the village.
This is green belt land which should not be build on the council needs to re think this strategy and identify non green belt land for housing needs

Green belt - development would have a negative impact on wildlife in the area, sprawl and openess
Access road is very narrow, comes off a small mini roundabout , has no pavements and is popular with walkers, runners and horse riders. Extra traffic would make the road unsafe
Sustainability- site is more than 15min walk from the nearest railway station
Development will increase the risk of flooding further down the Aire Valley
Eldwick Primary School is currently full - the proposed development is outside both the catchment priority areas

Objection for the following reasons: -
Destruction of existing wildlife in this area including birds seen in the area on the Birds of Concervation Concern Red List 4, Listed by the British Trust for Ornithology: Curlew, Song Thrush, Skylark and Lapwing. The proposed development will negatively impact the local community who need somewhere to walk and exercise.
Heights Lane is too narrow for a large amount of increased traffic to comfortably pass by.
Extra traffic on the mini roundabout joining Otley Road increases the chances of further accidents.
The local school is already over-subscribed.
The danger of pluvial flooding & drainage overload.
Increased air and environmental pollution

Increased Traffic Volumes, building 40 houses resulting 80 cars plus. Heights lane is not wide enough. No pavements on Heights Lane so where do pedestrians walk?
Roundabout at the bottom of Heights Lane is lethal. Vehicles DO NOT go round the roundabout when accessing Heights Lane.
MY husband has been nearly KILLED twice crossing the bottom of Heights Lane from Park Road. Councillor Heseltine has been made aware and Bradford Council but as usual to no avail. Expect many serious accidents if this plan goes ahead unless planning address this issue.
GP surgeries are overloaded at the the moment and I understand schools are, so what is to be done about those.
Leave Green Belt alone. There are plenty of brown fields yet to be built upon please use them up FIRST.

I would like you to consider my objections to this development.
• Green belt has already been lost by the Swan Avenue development along Warren Lane in Eldwick which has ultimately led to the amalgamation of the villages of Eldwick and Gilstead on Warren Lane and Sheriff Lane. A new development on Heights Lane could be the first of future steps towards the amalgamation of Eldwick and Micklethwaite.
• New housing would increase traffic on the already busy roundabout at the junction of Heights Lane/ Otley Road/ Warren Lane / Park Road and also through the village of Eldwick in all directions, roads that are already very busy during rush hours and school drop off and pick up times.
• Increased traffic along Heights Lane and subsequently along the adjoining routes through Eldwick would increase air and environmental pollution in the area which would impact on individuals health and wellbeing
• With no pavement on Heights Lane, additional traffic on Heights Lane would endanger pedestrians accessing the local footpaths adjoining Heights Lane leading to local countryside.
• Additional housing would put additional pressure on local amenities such as GPs, shops, schools and nurseries and create additional parking problems associated with people accessing these services.
• Additional housing would also place additional overload to water, drainage and sewage etc systems in the area
• Local wildlife in fields on and along Heights Lane would be lost/reduced with the impact of more noise and transport pollution.
• There would also be a significant impact upon the local wildlife in Prince of Wales Park which is adjacent to the proposed new development.

More traffic and congestion in a village environment (already significant and increasing) causing issues with road safety for the children/schools in the area as well as air pollution.
- already over crowded schools
- loss of precious wildlife habitat
- more problems with potential flooding which Bingley already experiences due to the river Aire and overwhelmed urban drainage. Due to the steep gradient of Park Road, this development will potentially cause flooding issues for existing housing estates on Lady Lane and further down into Bingley town.

Object strongly to the proposed development plan on Heights Lane.
1. Both fields are in the Green Belt.
2. The fields border onto The Prince of Wales which is a wonderful haven for wildlife, also a peaceful retreat for many local residents.
3. The local schools, medical practices and local facilities are already full to bursting.
4. Concern about the increased amount of traffic along Otley Road, Heights Lane and Warren Lane. On Otley Road at peak times it can take 10 minutes to get out of the drive.
5. No doubt the houses being planned will be expensive 4/5 bedrooms with occupants having at least 2 if not 3 cars.
6. Surrounding areas are becoming swamped with housing developments and gradually losing surrounding countryside. We have seen how important it is for us to have these areas to walk and clear our minds during this past year. The Green Belt must be protected for ourselves and future generations.

Site designated as Green Belt to prevent urban sprawl.
No evidence for “exceptional circumstances” to remove from Green Belt.
Do not meet the overarching environmental objective of protecting/enhancing the environment including valued landscapes.
Development will increase pollution in the area as well as generate pluvial flooding.
Development close to the Prince of Wales Park will inhibit the environment that supports local wildlife - deer, birds and bats.
Important to resident’s health and wellbeing.
The proposal is not “sound” as per the requirements of the NPPF
There are non-Green Belt sites suitable for development in the Bingley area
Development of the fields will generate considerable traffic causing congestion and generate risks.
Houses built in this area cannot be considered contributing towards affordable housing.
Bradford Council is part of the West Yorkshire Combined Authority Review, likely to result in further parcels of (non-Green Belt) land becoming available in the near future for development, so no need to remove the fields from the Green Belt to meet house building targets.
Brownfield land close to the city centre would be more suitable and would provide better public transport links which could assist in reducing pollution and traffic congestion.

•The main exit will be onto a mini roundabout on Otley road which is already overcrowded.
•Families of walkers use this road which is narrow and with 40 more houses which could mean as much as 80 more cars it will be very dangerous especially as a lot of older people walk along Heights lane as it leads to some lovely country walks.
•This is Green Belt land and one of the few open spaces left in Eldwick
•Otley Road is always very busy and noisy with traffic and this will greatly increase noise and the amount of traffic on the road especially at busy times.
•The great disruption to the area whilst the development is being built.
•We only have two primary schools in the area and two senior schools which are already oversubscribed.

•Development would have a negative impact on habitats/biodiversity of the area, especially around Prince of Wales Park, a haven for wildlife. A place where many people find solace and a vital place of peace/tranquillity.
•Development would negatively impact the visual landscape on the area of the village.
•Increased light pollution from buildings at night will harm the birds, moths, bats which make up the local wildlife.
•Heights Lane is already busy. The roundabout at the junctions with Warren Lane/Otley Road are extremely busy/hazardous, especially to cross on foot, but also when driving.
•Heights Lane is narrow and there is no footpath, so even if residents were to walk to the bus stops on Otley Road or to Eldwick school it would be very dangerous.
•Vehicles drive at high speed on Heights Lane despite its narrowness and short visibility due to a bend in the road. Extra housing brings many more vehicles to the area.

Don't encroach on the green site to build houses.
USE/BUILD ON BROWN FIELD SITES.
Before the Swan Estate was built we frequently used to see hedgehogs, 10+ species of butterflies, damselflies and a variety of other insects and about 15 species of garden birds. NOW THERE IS VERY LITTLE WILDLIFE.
Increase in traffic has decimated the hedgehog population, trees and wild habitats have been destroyed.
GREEN spaces are vital for wildlife, ecology, and the welfare of the planet
INCLUDING HUMAN BEINGS
Heights Lane is NARROW and treacherous to walk on,as traffic speeds.
There is no way of widening the roundabout at Park Road, there are houses on both sides. This would be the artery from any new houses to the school- deplorably dangerous.
Traffic-calming has been implemented in Eldwick as the number of houses, and cars, has escalated, it makes no sense to exacerbate this problem.
DON'T TRASH OUR GREEN BELT.

1. The properties are situated in the Green Belt. Development would have a major potential for urban sprawl.
2. The Council’s proposal is not sound as per the requirements of the National Planning Policy Framework of February 2019 (“NPPF”).
3. Traffic and Safety Issues.
4. Failure to comply with the overarching environmental objective.
5. Wildlife, pollution and flooding.
6. “New Normal” and the West Yorkshire Combined Authority Review
It is acknowledged that there is a requirement to build over 700 houses in Bingley in the forthcoming decade, the inclusion of Green Belt Fields BI4/H and BI8/H, has all the appearances of them being included to “make up the numbers” rather than there actually being true and legitimate exceptional circumstances to justify removing them from the Green Belt.
There are numerous other sites within Bingley where housing development can be undertaken without the need to reduce the Green Belt.

•Sites are Green Belt to prevent urban sprawl and should stay that way. Insufficient evidence produced to show ‘exceptional circumstances’ for their removal.
•Proposals are not sounds as per the NPPF. Many alternative (non-Green Belt) sites suitable for development in Bingley which have not been taken into consideration.
•Development will generate considerable traffic on a lane with poor visibility, no pavements and this generating considerable risks to pedestrians and motorists. 80+ vehicles will generate standing traffic on Heights Lane making it unsafe for walkers.
•Developments will not meet the overarching environmental objective of protecting and enhancing the environment including valued landscapes.
•Development will cause pollution and generate pluvial flooding.
•Development will inhibit and reduce the environment for local wildlife.
•Bradford Council is part of WYCA review – with non-Green Belt land becoming available in the near future. Green Belt should not be removed to meet housing targets.

1. Visual amenity - field provides unobstructed views across Bingley and Ilkley moor and the Prince of Wales park provides a valuable community resource and views from the park would be decimated.
2.Traffic generation - Eldwick has grown over the last few years with increasing traffic- roads are already very busy
3.Road access - road incapable of supporting increase in vehicles. The junction of Heights Lane and Otley Rd is controlled by a mini roundabout which cannot support the high volume of traffic already going though the village.
4.Nature Conservation - Prince of Wales Park attracts wildlife to the area and is a route for Deer who move across the park into the proposed land. This would have a damaging impact upon wildlife and reduce availability of countryside.
5. Service impact - Eldwick has increased in size and school catchment have reduced. Priority is given to those living nearest. The proposal will have a significant impact on local school places
