I am writing to object to the four proposed new dwelling applications listed above for Ilkley.

The basis of my objections are;

1) Building on Green Belt or non-Brown Belt land.

2) The infrastructure of Ilkley cannot manage today without increasing the number of dwellings. Infrastructure meaning services like schooling, transport in/out of the area particularly the road network, GP’s & other support services.

3) The absolute size of the application in terms of dwelling numbers.

I am strongly opposed to any sort of development on green belt land. I regard it as very similar to the Brazilians destroying the Amazon trees.

Future generations will not thank you if there is consent to build.

I sincerely hope that common sense will prevail and the trees will be left to nature.

-The climate and nature are in crisis our world is changing with ever increasing days and volume of rain and wind therefore this development would have a significant impact by increasing the flooding and overflow of sewage into the river. Therefore, this development should not be allowed.
-Significant harm to biodiversity will result from any development on this field and would also contradict BMDC own policy on Biodiversity. The loss of any large carbon store increases problems for the future especially for our children and grandchildren. Therefore, this field should not be developed.
-Number of houses contradicts Ilkley's Neighbourhood Plan key principles.
-Impact of construction vehicles and then the inevitable increase in traffic on narrow roads. Safety issues for pedestrians on Ben Rhydding Drive.

•Development of sites will negatively impact local nature, wildlife, bird feeding zones and landscape.
•Development will increase the risk of flooding. These areas are already catchment areas for run-off. Additional homes will increase the volume of sewage. Increasing the pollution levels when the River Wharfe is to be an accredited Bathing Site makes no sense.
•Significant use of Green Belt land when brownfield sites are available.
•Ilkley Grammar is at capacity with no room or budget for expansion. School catchment is already limited. If additional children have to travel outside of the area this will increase traffic.
•A65 is already congested. Additional homes will increase this congestion, making travel to/from Ilkley slow with consequences for locals and visitor planning to visit the town.
•The Valley Road and Railway Bridge junctions are busy already, it does not seem sensible to add additional traffic in this area.

•Location/size of proposals will change the unique local character. Building on greenfield sites goes against the local plan.
•Green belt provide vital habitat/environment for wildlife, migrating birds and mature trees. Once developed this land will be permanently destroyed.
•Green belt makes a significant contribution to neutralising carbon emissions and traffic pollution from the busy A65, improving air quality.
•Site are flooded regularly. Rain water collects in the fields.
•Sewage capacity already struggling. Additional homes will make this untenable. River Wharfe is seeking to achieve clean bathing water status– this will be put at risk by these developments.
•A65 already congested and the additional traffic generated will change the character of the area.
•Capacity issues for the area’s high schools – where will the additional capacity come from?
•Marketing new homes will ensure high demand/great profits. But once developed there is no possibility of restoring the unique character of the area. It will be destroyed by pursuing large development proposals.

•Lack of consideration to impact on infrastructure. Road network is already extremely busy. These huge developments would add to that.
•A65 is already busy with queuing traffic. Whealtey Road is a complete bottle neck, under the train bridge and junction with Valley Drive are dangerous.
•Train network is average at best.
•These areas are reaching capacity and cannot take extra vehicles.
•Land is Green Belt. Development would become an eyesore and destroy the feel of entering Ilkley.
•Land is home to wildlife and has flooding issues.
•Why are developers being allowed to profit from building homes in unsuitable locations without regard for impact on the community.
•Developers should be held accountable for impact on road network, flooding risk, school capacity, and make substantial contributions to resolve these issues.
•Ilkley Grammar at capacity. Another school should be planned and built concurrently if the houses go ahead.
•IL3/H could be used for a new secondary school.
•Students shouldn’t be expected to travel to Keighley to access school.
•Houses should be built on derelict/brownfield sites.
•Consider creating another car parking level at Tesco to ease current parking issues.

Consultation – not fair and unjustifiable during the pandemic.

Traffic – has anyone considered the impact of the roads in these two areas? There are difficulties getting from the Wheatley Arms to Bolling Road, whilst exit from Wheatley Grove is dangerous. Exiting Wheatley Gardens is horrendous. The railway bridge is also a problem. Adding extra traffic (including from Coutances Way site) means there is a massive problem. The bridge will also cause problems for site traffic.

Schools/Doctors/NHS – where will children go to school? Grammar School and primary schools are over-subscribed. Health centre is full. No local hospital.

Green Fields –green spaces needed for outdoor activities and wildlife. Wheatley Grove site was well used during the pandemic and do not want lose footpaths. School children use the fields for nature lessons and sledging.

Plans need abolishing/put on hold until a public meeting can be held safely so local people can have their say.

Proposal contradicts Government policy of NOT using “green field” sites when “brown field” sites are available.
Development is contrary to the NPPF GB policy of “safeguarding the countryside from development”. It does nothing to “encourage the recycling of derelict and other urban land”
Loss of high quality greenfield land.
Effect upon the area, loss of beautiful and unspoilt land, damage to surrounding property values and increased traffic on narrow, steep minor roads.
Site is steeply sloping and subject to significant floodwater drainage from Ilkley Moor.

Object to proposed developments IL1/H & IL3/H.

Land is open land and represents a boundary of the urban area. It is Green Belt and deserves protection. Consideration needs to be given to preserving the natural landscape. It is Green Belt for a reason, evident from the views to/from the Moors. Have a duty to protect the natural landscape.

Infrastructure is not able to cope with additional demands. Ilkley Grammar School is full - do not see how it could cope with additional children. Permission should not be given for development where this can be clearly foreseen to overwhelm capacity. A financial contribution/similar is insufficient - additional housing would present a long term problem with secondary school capacity.

Environmental considerations mean development should not go ahead. Ilkley/River Wharfe has been subject to serious floods in recent years. Will not be helped by reducing green space and concreting over the land.

The Giggleswick Field floods with water pouring off the moor and through the golf course and onto Ben Rhydding Drive.
Wheatley Grove which would have to be the access to IL1/H (the Giggleswick field) is too steep for the gritter and therefore dangerous in frost or snow.
The stability of the railway line after countless landslips is being monitored by engineers because of the geology. Anything that increases downhill water flow at either the Giggleswick Field or Coutances Way could cause problems on the railway.

The Giggleswick Field and the Coutances Way site (IL3/H) are important for wild life, especially birds. They fall within the Habitat Regulation Assessment 2.5 km zone both for the Nidderdale AONB and Ilkley Moor where land is protected from development.

The copse and other ancient trees are protected by TPOs.
The area is an important wildlife sanctuary with a huge number of wildflower species and curlews using the fields as a feeding area.

IL1/H site contains a key section of the 19th-century route from Ben Rhydding railway station, through the well-preserved stone entrance pillars to Ben Rhydding Drive and up to the middle of the site passing another well-preserved stone pillar at the site’s NW corner.

Loss of attractive panoramic views.

Loss of open space, IL1/H is important for recreational activity.

Increased risk of flooding, these sites are already prone to flooding from water flowing off the Moor .

Increase to carbon footprint.

Site is poorly served by Public Transport.

Increased car journeys, pollution, road traffic accidents.

The proposed developments cannot be balanced against our environmental responsibilities.

Brownfield sites should be repurposed.

Green belt land protected to safeguard the countryside from encroachment.

More brownfield sites becoming available in the future because of changes to work perspectives.

If the outer areas and approach to the town are to be developed further it will detract from the natural beauty of the town. On approach the big open space and expanse of the moor side can be appreciated whereas if the surrounding areas become more built up it will detract from its appeal to tourists and its residents alike.

Traffic congestion. The A65 has lengthy queues and residents in the proposed developments no doubt feeding into this it will cause a greater volume of traffic. Increased possibility of road accidents.
It is a challenge turning right out of the garden centre and possibly an accident waiting to happen and these new developments might cause similar problems and dangers. The tailback into Ilkley causes drivers to use rat runs.

Increased Parking pressures.

On an environmental level, the traffic that will accompany the dwellings and its environmental impact do not sit well with me.

No demonstration of exceptional circumstances to build on greenbelt land.

Brownfield sites which there are multiple locations within the council area should be exhausted prior to turning to greenbelt area for building, including Brownfield sites less than 0.25ha.


Over building will lead to further degradation to local infrastructure/quality of life.

No acknowledgement that circa 30 houses a year are built in the Ilkley in recent years. This mitigates the need to build so many houses.

Site previously had a covenant on it to prevent building.

Local plan preferred site allocation - My first concern is how these proposals will impact on schools particularly on the 11 - 18-year age group. There is already overcrowding at Ilkley Grammar school resulting in the most recent additional building. Although this gives extra teaching rooms it reduces the area that pupils can use outside of lessons which I think is equally important.

There were plans for a new school to be built on the Coutances Way site. Unfortunately, these plans were withdrawn due to a change in finance shortages within Bradford council. I feel now that plan should be reinstated as the site appears larger and could accommodate the larger intake of pupils from both Ilkley and Burley-in-Wharfedale.

Overall I am against the proposals as they will put a further strain on drainage, sewage and transport.

The proposal will bring additional traffic onto Wheatley Lane making it more difficult to exit Ben Rhydding Drive

There are major implications for services with a construction site of this size. The junior school and the high school are, I understand, already at full capacity.

The proposal will add further pressure on services such as dentistry and GP practices in Ilkley

Access to Ben Rhydding Drive would put pedestrians at risk as there are no footpaths immediately available.

Combined with IL3/H, the two proposals will commit an excessive amount of road traffic using the junction of Wheatley Lane and Bowling Road.

I live in a retirement village on Ben Rhydding Drive and the only way to the shops etc is to walk down the Drive. This is a narrow lane with no pavement on either side. When passed by cars and delivery vans I can only feel safe by pushing myself into the hedge until it/they pass. Most of the people living on the drive are elderly too. The drive ends in a blind corner where two other roads join.

The area always floods regularly and with the lack of infrastructure I fear things will only be made worse. Also not only will the plans ruin a beautiful area which supports wildlife and clean air (concerns we are all meant to care about) but it will increase the terrible traffic problem in Ilkley. The roads are narrow and already cannot support the increase in traffic that exists. Parking is a major problem too for which no solution has ever been found. These new projects will certainly increase the threat to health and safety. My main concern however the feeling that this plan has been devised by people who do not know the area and how it is used.

Green Belt - It is the responsibility of Bradford Council to protect the Green Belt and build new housing by maximising the potential of brown field sites and only to consider any infringement on Green Belt in very ‘exceptional circumstances’ and only then after reasonable consultation and agreement with residents in the locality.

Flood risk. Ilkley moor is notorious for its springs and underground water courses - development will add to existing surface water drainage problems.

Traffic issues - as the access roads Wheatley Grove and Ben Rhydding Drive are inadequate for increased traffic and their junctions with Wheatley Lane which are already difficult would become dangerous with increased traffic

Infrastructure - schools and medical centre full / at capacity; inadequate parking at Ben Rhydding Railway Station; A65 bottlenecks; lack of sporting facilities and open space.

• I am generally in favour of new housing provided it is affordable and that there is some social housing. Too often new housing tends to be large detached housing with an extremely high price tag.

• IL1/H – seems a good spot. It is infill and the housing around there isn’t dense.

• I know there are a lot of people in Ilkley who are against expansion and change but I feel we should do our bit to provide greater housing stock that is affordable to young people and growing families. I myself moved to Ilkley 21 years ago to raise a family and I can’t expect to draw the drawbridge up behind me.

• I want to share what this beautiful town has to offer. I am also aware of the benefits of a bigger population to local businesses including shops and restaurants.

Climate change / Impact on drainage and flood risk - nowhere for the water to be absorbed so it will continue down affecting Moorfield Rd, Cheltenham agave and the railway- the latter has already suffered a landslide which has not been properly rectified so there is the danger of more.

Calamatous visual damage to the area

TRAFFIC EXIT - 130households most with 2 cars into the present WheatleyGrove which feeds into traffic coming down a steep hill before joining traffic coming along Bolling Rd before grinding into a halt trying to go through a narrow tunnel under the railway line.

Schools and medical facilities are under strain.

This is a green belt site.

The Ilkley and Ben Rhydding sewage sites are already seeing an overwhelming capacity and often overflow from their storm surge system.

The amount of traffic seen each day especially in the mornings on Countances Way and Wheatley road can only be described as chaos. This road has also seen a large amount of accidents, supporting the fact that it is just not large enough for the amount of modern day traffic and by adding a vast amount of housing to the area this is only going to worsen.

Firstly they are on green belt which once developed is lost forever - any brown field sites should be exhausted prior to green bet being considered. I am sure these have not been exhausted in the Bradford area as there are many that are easily visible such as old mill sites etc.

The 2 sites stretch out the town further away from the centre of Ilkley and will spoil the character of the village of Ben Ryhdding.

The first IL1/H means that the visual link on the approach up into to the village centre to the country side will be lost to a view of houses.

The extra 285 homes will increase the level of traffic in the area - the proposed houses are obviously a fair distance from Ilkley centre.

Simply expanding the town ignores the lack of expanding services e.g. the high school and the doctors.
