Greenbelt land which should only be built on in extreme circumstances and not when there are still plenty of brownfield sites.
This greenbelt site is frequently subject to flood water running down the hill from Ilkley Moor via Ben Rhydding Golf Club. Access from Wheatley Grove has a narrow difficult junction with Wheatley Lane. The extra volume of traffic would be a problem at this junction.
The site would increase traffic in Ben Rhydding, especially at the narrow railway bridge. Would the existing sewage infrastructure be able to cope? We are told that it is already at full capacity. Would Ilkley have enough room in its schools and doctors surgeries?
If the plans west of Burley in Wharfedale all go ahead, how long will it be before Ilkley and Burley in Wharfedale merge into one? Something that greenbelt was designed to prevent.

This area provides significant habitat, mature trees, and a wildlife corridor, from the North to the South of the town. It sits within valuable green belt in close proximity to SSSi. It also has limited access from Wheatley Grove, with very limited narrow pedestrian footpath (measuring only 60cm wide in places) and single lane for cars at the junction with Wheatley Lane, which would prohibit the provision for a cycle lane. The sites open aspect enables views to Ilkley Moor and the Cow and Calf Rocks which are important to the visual character of the area and its unique 'Sense of Place'. An increase in development here would exacerbate the potential flooding risk to surrounding area. To allow such a significant development in this sensitive location contradicts everything we know we should be doing to mitigate the effects of climate change.

Reusing suitable brownfield land avoids harm to existing nature and reduces the need for new infrastructure.
The large green field site at Wheatley Grove will probably be built by one of the five large building companies in the UK. Large numbers of expensive homes build on land that does not require cleaning, that has road networks already in place, where planners have a blank canvas, is cheaper and therefore more profitable for large building companies.
The housing proposed in Wheatley Grove constitute a significant urbanisation of the Ilkley – Otley green corridor that will damage the environment, people’s wellbeing and the local economy (see the damage to Silsden caused by the Barrett Home Saxon Dene development). This should not happen in Ilkley.

(a) Access - Ben Rhydding Drive is a narrow private road and a designated well used public highway without a footpath. Wheatley Grove - Poor sight lines onto Wheatley Lane, topography
(b) The site gets extremely muddy in moderate wet weather and a number of springs will appear. he development will increase flood risk onto Ben Rhydding Drive.
(c) Mature trees - Impact on wilidlife if lost.
(d) It is in the buffer zone of the SSSI - impacted by pets from this proposed site development.
(e) Site is too far away to walk to the nearest secondary school
(f) Site is a good distance away from the nearest primary school
(g) Site will not help meet sustainable traffic aims in the local plan. There is no realistic prospect of a cycle route and additional car journeys will increase congestion at the junction of Wheatley Lane and Bolling Road and at the traffic lights by the railway bridge in Ben Rhydding.
(h) Site is more than 2Km from most Services and amenities which is beyond local plan objectives. Once again this development will significantly increase traffic on already busy local roads.

This objection is based on the following:
• An inappropriate loss of green belt.
• A much denser housing development out of character with the existing residential area.
• A loss of the only nearby open green space for local residents on public rights of way.

Wheatley Grove, IL1/H is unsuitable for housing development on several grounds. Amongst others, it does not conform with TR3, Integrating Sustainable Transport and Development since it is a steep site, unsuitable for walking and cycling. It is also close to Ilkley Moor, an SSSI, and will impact wildlife and biodiversity on the moor. It therefore does not conform to EN2, Biodiversity and Geodiversity.

This land is clearly rural in nature - we regularly see deer using it to transit between grazing areas. A development here would completely change the nature of this part of Ben Rhydding and is out of keeping with the housing on either side of it. If development is permitted, it should be at a much lower density and potentially over part of the site only. Access is also difficult - the junction between Wheatley Grove and Wheatley Lane is already a difficult one.
A better alternative would be to add a housing allocation near Site IL3/H.

The site provides a soak for current rain water, already the houses below suffer from run off which will be significantly enhanced with further development.
Significant drainage problems already exist and also the sewers cannot cope in periods of heavy rain.
The services and in particular school provision at senior level hasn t the capacity to provide for all the additional local houses planned

I object to the proposals for IL1/H, IL2/H and IL3/H.

These all involve the taking of green belt for which the 'exceptional circumstances' required have not been subtantiated.
Arrangments for improvements/expansions to infrastructure are not articulated, and indeed may not be possible especailly transport (road capacity, train capacity) and number of places at Ilkley Grammar School.

In the case of IL1/H and especially IL3/H, development would propmote the merging of Ilkley with Burley in Wharfedale. These are distinct communities - with Burley in Wharfedale already having suffered the appalling blow that the planned massive housing estate at land on Sun Lane will be, and whch will doubtless lean on all of Ilkley's infrastructure too.

Wheatley Grove entrance from Wheatley Road is not suitable for a high volume of traffic, such as would present itself with a further 130 dwellings (i.e. approx 260 more vehicles). The exit from Wheatley Grove onto Wheatley Road / Ben Rhydding Road is equally unsuitable due to the width of the road by the copse of trees. You have considered Ben Rhydding Drive to be an unsuitable entrance to the proposed estate yet it is far more accessible and I would like to understand why this is.

The 130 dwellings at this site would add approximately 260 additional vehicles to the area. The primary access route to this site is via Wheatley Lane which is already suffering from traffic issues, as you have recognised with the installation of traffic signalling at the single track rail bridge. This is in addition to the IL3/H 155 dwellings and its approximately 310 vehicles. Green open space is proven to improve mental well being. This development is pushing green open space away from the residents of Ben Rhydding. There are a reasonable number of older residents that would not be able to access the larger spaces, such are the moor and would have to resort to travelling to access the space.

There would be loss of a critical green area heavily used by the community connecting lower Ben Rhydding with the moors which is vital to physical and mental wellbeing. The road infrastructure is totally inadequate with Ben Rhydding Drive being an un-adopted single track road and the junction between Wheatley Grove and Wheatley Lane is hazardous being at the foot of a steep winding hill with poor sight of downhill traffic which presents a severe hazard. The need for housing is not in Ben Rhydding but is in other parts of the District where there is far more prospect of providing affordable homes. The proposal is a cynical attempt to get higher Council income at the expense of Green Belt land and people on lower incomes who desperately need affordable homes.

The greenbelt, is an area of natural beauty and pathways are commonly used by locals for recreation between Ilkley and Otley. Proposed housing will be very unsightly and will interfere with walks and this starts a process for Ben Rhydding and Otley towns to eventually merge. The road infrastructure to the site is very poor for the amount of proposed housing, At morning and afternoon/evening peak times there are commonly traffic jams on roads leading to the railway bridge at Ben Rhydding station will be awful traffic jams onto Wheatley Lane and Bolling Road, there being traffic lights under the railway bridge - which is a bottleneck. Additional traffic from housing on Wheatley Grove and to a certain extent Countances will lead to horrendous traffic problems. There is already congestion for parking of roads and side roads around Ben Rhydding station during weekdays and this will only get worse.

Why is the proposal to build on green land when there are so many brown land sites available in the district which could be developed to provide truely affordable housing rather than increasing ‘unaffordable’ housing by building in this area.

Ilkley is currently envied for its rural setting and its lack of sprawling housing which is what this will become once combined with the proposed burley in wharfedale housing estates.

This many houses will increase the traffic in a currently quiet and attractive area to a high level. Traffic will be through a one way area causing congestion as well as through a small village centre spoiling one of the attributes that makes this area so special as well as decreasing safety for the local children.

Schools places/nursery availability/NHS dentist and GPs are already overstretched. Rush hour trains are already overcrowded (pre covid).

There is limited access to the site. Wheatley Gorve does not exist so this plan is in admissable anyway.

Access via Ben Rhydding Drive is not being considered - and would be unsuitable as the Drive is single track in parts and lacks footpath. I would be concerned that access my be provided this way - can this be prevented?

Access via Wheatley Grove would also rely on a large increase in traffic through a narrow part of the road at its junction with Wheatley Lane. This junction would also require improvement as line of sight when joining Wheatley Lane is not good.

The main site is often waterlogged (I walk across it often) and any building on it will only increase the risk of flooding on Ben Rhydding Drive and on houses below. The road is a main waterway during heavy rain already.

- Village of Ben Rhydding does not have the amenities to sustain this scale of development
- This is important green land to the local community, supporting a variety of wildlife and is used and much treasured local recreational land
- The local school is already oversubscribed and would not be able to cope with any extra demand. The only way to take extra pupils would be to extend the school which is already lacking in play space.
- The local train station is very small and trains already overflowing at peak times and would not be able to cope with extra demand
- The adjacent roads are already gridlocked at peak times
- There are not enough medical facilities within the area to cope with extra demand - GPs and Dentists already at capacity.

Greenbelt vandalism. The Council should be protecting green belt not building houses on it in a sensitive area below the moor and which will have a huge impact upon the number of cars on the roads around Ilkley. Ben Rhydding is a small community which will be decimated by 130 houses.
The flooding issues on t he A65 are huge ; building on any land which drains from the moor will only exacerbate this ; flood mitigation measures simply serve to demonstrate the importance of the land to the drainage systems. Rather then seeking to deliver as many homes as possible on a small site, they should be trying to develop low density sustainable housing in sustainable locations
