IL3/H Coutances Way 155 dwellings

This land floods regularly and one wonders where else the water will go if it is built over and will the new houses flood? It is also extending the town further towards Burley in Wharfedale and possibly the thin edge of the wedge which will see the A65 built up all the way from Leeds through to Ilkley and the small town lost in the suburbs of Bradford and Leeds.

Both the above will bring a large number of children into the town and the schools are currently struggling to accommodate all the children here already, especially Ilkley Grammar School as it has a good reputation and students come from quite a distance, eg Bingley. The grammar school site is very full and at one time there was talk of building a new school, possibly where the new dwellings are being proposed, but then it was decided it was unaffordable. Has sufficient thought gone into how this small town will cope with such a large number of extra residents and all the services that will be needed by them?

Building on green belt land in Ilkley is disproportionate given the number of brownfield sites available in the Bradford district. Greenbelt land is extremely important to maintain the unique character of the Ilkley community.

A huge housing estate would detract from the beauty of the route into Ilkley.

There is potential for merger with Burley - 600 houses there will almost reach the Coutances way site.

Impact on environment and wildlife e.g. owls - a Species of Conservation Concern in the UK. Loss of tees and woodlands. These wildlife habitats have been present for hundreds of years and once destroyed by building work, it can never be replaced.

There are other options for housing sites available.

Traffic - there are already significant traffic problems on Coutances way and Wheatley Road, and the junction with Valley Drive.

Schools - Ilkley Grammar School is already heavily oversubscribed and there isn't capacity to increase its numbers on the existing site.

What analysis has been done into the run off of rain water from the moor? The proposed site on Coutances Way is already a flood plain.

Additionally, how does this proposal sit with the desire to improve river water quality?

Developing on this site (and also the Ilkley, Burley in Wharfedale and Addingham sites) will have a significant impact on the greenbelt land which is being continuously eroded by development.

It will also impact the biodiversity of the area.

There will be issues with access to the area, as there is only one minor road (Wheatley Grove) which already experiences congestion as a result of the one-way system imposed by the railway bridge as you enter Ben Rhydding.

The existing primary schools and secondary school are already oversubscribed. The nearest local amenities are in Ilkley, which would further increase the congestion in the centre of Ilkley unless yet more greenbelt land is taken up to build supermarkets and general recreation facilities (the current facilities mentioned in your plan are actually private facilities for which you have to pay subscription fees e.g. the Ilkley tennis/squash club).

I have examined the plans and I know the sites well. I wish to object strongly to the development of these houses in these locations for the following reasons:

1. Highway safety - junctions nearby that are dangerous.

3. Loss of accessible informal green space and open land
4. Pressure on local schools
5. Health Centre
6. Drainage issues - Have you experienced drainage or flooding issues? Are you concerned that more houses may cause further issues?

Most of the houses will be on green-belt land. Green-belt land, once built on, is gone forever. Future generations will not enjoy the limited amount of countryside land in the Bradford/West Yorkshire area. There are plenty of other brown-field sites in the Bradford area that should be built on first. There is a risk that the Wharfe valley will become one long ribbon development with negative impacts on the scenic nature of the area.

There is no capacity increase in local facilities e.g. schools, waste treatment and transport. E.g. IL3/H will result in enormous extra pressure on the one-way road underneath the Ben Rhydding rail bridge. Ilkley Grammar is at capacity and there are the well-publicised problems with Ilkley waste treatment plant.

The proposed sites are at significant risk of flooding. Building on these sites will also increase the risk of flooding at existing properties. The sites regularly get saturated with springs appearing during times of heavy rainfall.

Apart from the questionable need to build on green land when there are so many brown sites available in the district, the present infrastructure is not adequate to support so many new properties and geographically, we do not see how safe and efficient road access can be built in, especially in area IL1H.

There is also the question of the provision of school-places.

The whole scheme needs to be reconsidered.

The site lies in proximity to the South Pennine Moors (Phase 2) SPA and has potential to lead to the loss of functionally linked land for SPA birds.

We welcome the approach taken in the draft plan, SPD and assessments to loss of functionally linked land.

The council has a copy of a model to identify the suitability of sites for SPA golden plover and recommend that allocations are screened against this dataset taking the following approach:

• Maximum Training Sensitivity plus Specificity (MTSS) layer: full survey for Golden Plover likely to be required. The WY Ecology Service SPA Bird Survey Methodology should be followed.

• Minimum Training Presence (MTP) layer or 10 Percentile Training Presence (10PTP) layer: scoping survey to determine if a full Golden Plover full survey required. A desk based survey may be sufficient for sites within the MTP whereas a walkover survey may be required for sites within the 10PTP;

• Not within an area of predicted presence: No survey required for Golden Plover.

Where loss of functionally linked land cannot be ruled out at this stage we recommend that allocation requirement text in the plan sets out survey and mitigation requirements clearly.

There are plenty of brown field sites available in Bradford but then you wouldn't make a fortune on it as with the land you already own in Ben Rhydding.

153 houses at say £200,000 per plot = £30,600,000 - will Ilkley ever see a reasonable portion of the proceeds?

My main concerns are it is enormous development on green belt . The area on coutances way is flooded most of the year and is a recognised flood plain.

There are also no additional schools , health centres in the plan. Incidentally much of the background information is inaccurate and poorly researched.
Without infrastructure supoort this means that it would over burden the local area and cause traffic chaos particularly around the junction on Weatley Road where there are traffic lights near the Bridge but also on the A65.

It would essential create a joined town between Burley and Ilkley with the developments of Sun Lane but without any of the infrastructure needed to support this development.

In Ilkley we have only just got to the point where we have a clean river - the overburdening of the treatment works and sewerage system will give untold environmental damage.

Loss of green belt land is incompatible with the Council's Climate Emergency declaration.

Many of the proposed builds are four and five bedroom houses with price tags in no way affordable for the people who are in need of housing in the district, bearing in mind Ilkley has some of the highest house prices in West Yorkshire.

Infrastructure and service are strained.

IL3/H was mentioned as being designated a car park to relieve the pressure on parking in residential streets in proximity to transit hubs - to develop this space into housing would only serve to compound the problem.

The roads serving these areas are single carriageways, presuming that Wheatley Lane would serve as access to site IL3/H, I have seen no comment on how the blind junction with Valley Drive would be resolved as a major traffic hazard.

The railway bridge at Ben Rhydding presents a similar problem, even with the traffic lights that have now been installed we have only a single carriageway and more importantly no room available with which to expand the roads.

155 Dwellings on Coutance Way 1L3H (ha 7.41) The land is fairly close to the river and the ground is often wet. I would never want to buy a house on a 'flood plain' even if the builders could be persuaded to dig down and build up the walls to avoid flooding they would say it was too expensive to build up stilts and therefore not a suitable place to build and too many houses and its next to a sewage plant for Ilkley so not a good idea?!!

The Coutances Rd site would be much better suited to a new secondary school near the existing playing fields and leaving a central area available at the existing IGS site for development thereby reducing the traffic issue.

Concerns about development include:
1. The impact of this number of new dwellings on an already overloaded water treatment system which does not separate ground water from sewage before entering the local treatment works.

2. The impact on the already congested road system and parking in the town centre.

3. The impact on primary and secondary school places when local schools are already oversubscribed.

4. The impact on local medical practices which have recently struggled to provide timely vaccinations for both flu and coronavirus.

There appear to be many brownfield sites available for development in Bradford which would avoid eroding greenbelt and having the added benefit of leading to much needed regeneration.

The site is Greenbelt, and has the potential for sprawl, which would be undesirable, as any development and subsequent sprawl would impact on the ecology of the area (flooding, drainage and habitat issues), as well as adding further pressure on the local amenities and services, and spoil the scenic view on the approach to Ilkley.
We should not develop this beautiful large greenbelt site.

Dear sirs, please accept this as my complete opposition to all for proposed sites on Ben Rhydding Drive/Wheatley Grove, Skipton Road, Coutances Way and Stockeld Way.

Ilkley and the surrounding villages are in danger of being merged into one great big bank of housing. This will destroy all remaining green belt land and all habitats for every type of nature. No infrastructure - schools, transport, parking excetra has been considered and the reason that we choose to live in these beautiful places is because they are beautiful. Bradford Council has many other options to build affordable housing and they should look at those options before destroying green belt land and the villages and towns we are proud to call home. Enough building on green belt. It is time to look at truly affordable housing options.

Building on the green belt will dramatically change the landscape driving into Ilkley from Burley In Wharfedale with the view of the moor impacted by the proposed 285 houses.

The sewage system is unable to cope with current demand. Building 314 houses in Ilkley and Ben Rhydding will only increase demand on the sewage network and more raw sewage will be discharged.

The A65 between Ben Rhydding and Burley In Wharfedale has to close multiple times a year due to flooding. The proposals will only increase the risk of flooding.

Increased traffic and resultant air and noise pollution.

Pre COVID, rush hour trains into Leeds especially were overcrowded.

There appears to be no provision in the plans to provide additional dental or GP services to Ilkley or Ben Rhydding. Ilkley Grammar School is already oversubscribed on a cramped site.

There must be options to build on sites that are not green belt and utilise existing brownfield sites.

1/ Greenbelt over-development: Building the number of houses proposed, on this site, changes the character of Ilkley and Ben Rhydding. Building on Greenfield sites should be a last resort rather than a first option. Alternative brownfield sites should be considered in the first instance.

2/ Increase in traffic: The road is already a busy, and dangerous road. Adding such a significant number of houses will only increase traffic, congestion and make it increasingly dangerous.

3/ Impact on youth facilities: The proposed new properties would overlook the Scout & Guiding property, raising concerns about safeguarding, potentially limiting the activities able to be carried out by the Scout & Guide units (e.g. overnight camping).

I previously supported the campaign which objected to the building of a school on the fields bordering Coutances Way. The plans were rejected and since then nothing has changed.

This remains a precious green field site and I strongly object to the building of houses there when large areas of brownfield are available in the Bradford district. Bradford Council cannot promote green initiatives with one hand and then profit from the destruction of natural areas on the other.

Further, the town cannot support the huge numbers of additional residents and their needs in terms of schools, doctors and other services.

Congestion on the Leeds Road/Skipton Road is already problematic at peak times and this would be massively increased by 155 new houses. Again the environmental impact of extra traffic would be unnecessarily heavy. Reduce, recycle, reuse! This applies to buildings and previously developed areas as well as plastic bottles.

•The sites are on green belt land with no natural boundary to stop them expanding further in the future. This would put even more green belt land at risk. In view of the extremely damaging impact climate change is likely to have/already having on our environment, I would expect my council to be making every effort to protect green spaces, not build on them.
•Sites IL1/H and IL3/H would increase the already busy traffic on the local roads. Valley Drive and Bolling Road already have a high volume of traffic as they are used as cut-throughs to and from the town centre. The volume of traffic would increase exponentially if these new houses were built, making these residential roads even more unsafe for local residents/pedestrians/school children.
•The roads around Ben Rhydding are already constrained by the train line (e.g. the single lane under the train line on Wheatley Lane has a dangerously narrow pavement and cars racing to beat the new traffic lights), meaning an increase in traffic would be highly damaging, with no way of increasing road capacity.
•Brownfield sites should be considered ahead of removing green belt, and building on it would irreversibly damage scenic/natural landscape.

Concern about the pressure on schools and infrastructure within Ilkley. For example Ilkley Grammar School which has old and crumbling buildings etc

IL3/H - this is the most outrageous development.

The only reason I could ever bring myself to back a development on IL3/H would be for a new school which would be conveniently situated next to the Ben Rhydding sports facility. The old school site could then be converted to housing and would be much better in walking distance to the town.

There are other alternative areas or sites which could be investigated.
