This site is not in a sustainable location as it it more than 400m from all services including bus stops. It is an important Green Belt site, providing open views to Beamsley Beacon from the Dales High Way Strategic footpath. It forms foraging grounds for protected species and is close to nesting grounds. Development of the site would adversely affect drainage and flooding issues for many properties lying at a lower level.

Support is given for indicating that Addingham should be a local service centre and therefore should support a smaller scale of development and ensure excellent environmental conditions. It is agreed that development should protect and enhances settlement and landscape diversity and character, particularly with the close proximity of two separate SACs. It should be ensured that the allocations in the Local Plan uphold the requirements of Strategy Policy SP3 as at the moment they do not carry forward its policy in a sustainable manner in relation to Addingham.

Strategic Policy SP4 puts forward a very logical approach to allocating development and this is supported. However, in relation to Addingham it has not been followed through as the sites on the western side are Green Belt sites that are not in a sustainable location as they are distant from services within the centre of the village and whilst some are within 400m of the bus, this does not offer a service that is likely to encourage journeys to work.

Representation Summary:

Whilst some Green Belt release for development is accepted, it is essential that this takes place in sustainable locations. Addingham has a significant number of sites (5) coming forward as Green Belt release sites. The sites on the western side of Addingham are particularly unsustainable, being distant from services in the village and therefore likely to encourage the use of private cars even for short trips to local services. Moreover, these sites on the western edge will not bring forward many houses for the amount of land they lose to Green Belt - 67 houses on 2.93ha of Green Belt. Addingham should have a lower level of provision, as set out in SP3, and this should exclude a number of Green Belt sites including AD1/H, AD6/H and AD7/H.

Support is given to Policy SP7 in that it sets out a sensible approach to ensuring that development is located in sustainable places, and residents have access to a wide range of sustainable forms of transport. However, allocating large numbers of sites on the western edge of Addingham runs contrary to this policy as they are not close to services or facilities, including those in the village centre, and the nearby bus route does not offer a viable alternative to the use of the private car for journeys to work - even if it only means using the car to drive to Ilkley to catch the train.

Representation Summary:

Housing Distribution - Addingham

It is accepted that Addingham, as a Local Service Centre, is an appropriate location for some housing growth. However, the number of sites allocated to Addingham would mean that it will increase significantly in size, at a much higher rate than some of the Principal Towns and also a higher proportion of growth than some of the Growth Centres that are identified as sutainable locations for growth. Addingham is not a sustainable location for significant growth as it does not have the level of services or employment opportunities available in larger settlements. The Housing Allocations should roll-out the strategic policy SP3 and therefore allocate fewer houses to Addingham, and locate them in more sustainable locations.
