The Local Plan makes several mentions of the Wharfedale Greenway. ITC strongly supports the development of the Greenway and is currently actively considering a proposal to update the feasibility study for the Burley to Ben Rhydding section of the Greenway.

The main concerns regarding this site are:
- The level of habitat, landscape character and surface water flood risk/drainage mitigation plus the need for replacement of an area of open space of high visual amenity and biodiversity and tree cover with compensatory Green Belt enhancement and a new area to replace that which would be unnecessarily destroyed in order to achieve a development with limited accessibility to local services and a need to depend on cars begs the question as to why this site has been included.
- On traffic and transport criteria, this site is unsuitable for development. The main access to the A65 for this site is via the Ben Rhydding railway bridge. This is already a pinch point in the local network, which will undoubtedly be exacerbated by the development of a significant number of houses on the site. It is somewhat distant (600M) from more frequent buses along Bolling Rd.
- the site is not suitable re encouraging walking and cycling - its is steep. Schools are not within walking distance for small children.

Exceptional reasons must be shown for Green Belt release NPPF
Traffic congestion along the A65 can be difficult causing noise and increased air pollution.
Walking into town facilities will be along a main road for at least part of the journey (maybe 1km)
Positives include:
This land has been cordoned off for many years. It would make sense to start development.
This site lies on the A65. Presuming that the access can be made safe, this therefore presents no problems for vehicular access. It lies close to buses on the Keighley and Skipton routes. However it lies 1600M from Ilkley station.

The development of this site would have major and minor adverse effects on natural environment indicators of local, national and international significance as well as Green Belt and greenfield loss, land and buildings, Green Infrastructure of high visual amenity, landscape character, cultural heritage and air quality.
Flood risk and drainage problems / climate change.
Any development on this site must be seen in tandem with the proposed major Sun Lane development in Burley in Wharfedale and longstanding and recent attempts by private developers to develop the Old Middleton Hospital site on Carters Lane (Harrogate LA).
Within 2.5km of the South Pennine Moors SPA/SCA - Could have an adverse impact on indigenous wildlife in the area.
Increased motor traffic generated by large number of proposed number of dwellings will have a negative impact environmentally and on traffic flow through Ben Rhydding.
Positive aspects -
- On transport and traffic criteria, this site is suitable for development.
- This site is relatively level and therefore good for cycling and walking.
- The site lies directly on or adjacent to the alignment for the Burley to Ben Rhydding section of the Wharfedale Greenway. This is a considerable advantage and means that plans for the Greenway can be incorporated into development proposals for the site.

- the site is ideally located for use as allotment gardens and/or a more extensive community orchard if it were purchased as a community asset. This could be more in keeping with the surrounding buildings
Positives include:
- The site lies close to the A65. It would present no significant problems regarding vehicular access.
- This site is within reasonable distance for town centre facilities and transport
- The site is suitable for development, on the grounds of walking and cycling -

Previously Developed Land
Firstly, I am concerned about a possible lack of building on Brown Field sites in Bradford. Building on Brown Field sites is important as it helps in the regeneration of the city, something that Bradford desperately needs. It is important that Bradford looks to building on brownfield sites first before building on Green belt areas which are important for people living in the area. I am not convinced that Bradford has in fact made as much use as possible of suitable brown field sites in Bradford to fulfil its aims for increased urban regeneration.

I have carefully looked at the proposals in Bradford’s local plan for house building in Ilkley.
Firstly, I am concerned about a possible lack of building on Brown Field sites in Bradford. I am not convinced that Bradford has in fact made as much use as possible of suitable brown field sites in Bradford to fulfil its aims for increased urban regeneration.
As Bradford Council has declared a climate change emergency surely urban regeneration is of prime importance by providing decent houses and environments for people to live in and to provide 15 minute streets enabling people to walk and cycle safely to work, school, and to the city centre.

In SP5 you state that the Government attaches great importance to the Green Belt areas and yet you are proposing to build over 285 houses on the Green belt in Ilkley.
It seems to me that there has not been enough planning to identify the future needs of Ilkley. We do need some new houses in Ilkley , but these should not be built on any land that is available for building. It seems that not enough thought has gone into proposing the number of houses required.

The land is close to Ilkley moor and is rich biodiversity. This could not be offset by planting elsewhere, once a wildlife corridor is interfered with the wildlife goes in the area. The site is located within the 2.5km buffer zone of the SPA/SAC and SSSI impact zone.
This area is so far away from the town and built on a steep gradient there is no pedestrian access to Ben Rhydding other than walking down Ben Rhydding drive on which there are no pavements. It is inevitable therefore that car usage will increase which goes against the climate emergency declaration.
If traffic from the development uses Wheatley Grove, there is a difficult junction when accessing Wheatley lane. There are also problems with the junction with Bolling Road and the railway bridge which is one way traffic. This site certainly not enable children to walk to school or cycle which Ilkley is planning to promote.
