There are two areas of brownfield identified within the Village boundary Wide lane and Providence lane. The first has had seveal permissions on it though no development as yet the second is the site of the former Lower Providence Mill which has at present a mill chimney but no Mill. I suggest that greenfield is more important than a old chimney which if it is required to remain could form a feature on the site unless considered dangerous in which case it needs pulling down either way it would be a perfect place for homes.

EM1/H - High Stead, Street Lane

The draft plan does not give enough weight to the potential loss of this greenbelt site. The Impact Assessment doesn't recognise the relationship with the surrounding area.
EM1/H is separate from the more built-up part of East Morton, the assessment acknowledges the site appears to form part of a garden for a nearby residential property.
However, in reality the proposed site isn’t close to any neighbouring properties. Allowing this site to be developed, a site which could accommodate far more than the 7 dwellings outlined in the plan, would open up a real possibility of further urban sprawl.
Additionally, the narrow road at the access point leading to the proposed access point is not reflected in the impact assessment used to determine the suitability of the site.
The provision of 7 dwellings over the life of plan could be met by smaller single site plots or by infill opportunities that may arise.

The council acknowledges the proposed local centre boundary outlined in the plan for Oakworth.
The council is supportive of any measure that will secure village retail and services in the heart of communities.
The council notes whilst being supportive of local centre boundary, it hopes should retail and other service opportunities arise outside this area that they can still be given due consideration, especially where a real community benefit can be demonstrated.

Housing Distribution - Oakworth
The local plan suggests 75 new dwellings are required in Oakworth over the life of the plan.
Over the last few decades, numerous estates have been built throughout the village and the local plan does not provide the clear evidence base that more are required.

OA1/H - Pasture Avenue

OA1/H is a sizeable plot on Pasture Avenue. The site it is a boggish piece of greenfield which borders a conservation site and the boundary to the greenbelt. Within it are regular herds of deer amongst other types of fauna and flora. Above the land are a substantial number of homes built including Highoak Garth.
Other concerns include:
- the primary school is over subscribed and roads are congested;
- the site borders the green belt / impact on wildlife
- danger to children / sites adjoins playground;
- land stability / mining;
There are other / thus far rejected sites e.g OA16

OA2/H - Keighley Road, Sykes Lane

OA2/H is a large field which is encompassed by Sykes Lane, Keighley Road and Maple Avenue. As with OA1/H, it is a green field which is much loved by local people. it provides some much-needed tranquillity to the village as well as aesthetic appeal. The homes around the field are numerous and the impact of any development here would be massive.
Other concerns include:

- danger to children / sites adjoins playground;
- land stability / mining;

The local plan identifies a deficiency in allotments within Oakworth. As the allotment authority the town council is willing to work with Bradford MDC to identify suitable land within Oakworth for the provision of additional allotments in the village.

The council welcomes the attention given to the town centre in the local plan. The proposed town centre boundary and its inclusion in Policy EC4. A vibrant town centre is vital to any area and Keighley town centre has great potential.

Keighley is the second largest town in district and as such the council accepts a number of new dwellings needed to be provided across Keighley. However, the council is concerned about the number of greenfield and greenbelt sites allocated in the draft plan. Out of a total of 44 sites allocated for dwellings 31 are either on greenfield or greenbelt sites. The local plan commitment to brownfield first hasn’t been reflected in its policies or allocations.
A major drawback for these proposed housing developments for Long Lee and Thwaites Brow is the infrastructure and roads. There is one road into Keighley and another, over the moor to Harden. A less appropriate road, The Twines - steep, cobbled - would end up being a rat run to the by-pass. The main road down into Keighley funnels traffic onto the one-way Coney Bridge over the river. This cannot be changed as the road is also compromised by the railway viaduct running overhead.
