Representation Summary:

Menston is a village with extremely limited capacity to expand without greenbelt release. It sits in the lowest priority for Location of Development as defined by policy SP4, therefore does not make it a suitable location as a Local Growth Centre. Existing planning applications have been difficult to deliver. Suggest review in consideration of the greenbelt constraints and reduced housing targets. Menston lies within the 2.5km zone of influence of the South Pennine Moors.

Although allocation of Site ME1/H may appear reasonable in a desktop exercise, it lies within in the green belt and consists of a north-facing steep hillside, within 2.5km of the South Pennine Moors, currently being used for sheep farming, overlooking the village and it’s development would overshadow the existing settlements lower down the hillside particularly in Hargrave Crescent and Derry Lane as well as impacting on the SSSI and SPA. It conflicts with Policy SP9 Climate Change, Environmental Sustainability and Resource Use.

Most of the area lies within Zone B, (2500m) of the South Pennine Moors Special Protection Area, (SPA), and areas on the Eastern edge of Menston are within Zone C (7000m) of the SPA.
The strategic flood risk assessment must include groundwater flood risk. There are known issues with groundwater emergence in the area which may adversely increase flooding downstream and may require novel or complex engineering solutions.
There is little scope for significant growth without breaching other policies, however the proposed target of 350 homes can be achieved without additional green belt release.
The calculations have not included the Bingley Road site which if competed will contribute.
