Representation Summary:

There is very little reference to Bradford District’s heritage within the strategic policies and how it should be best preserved and conserved and influence future development to maintain a distinctive character & sense of place & achieve strategic priority 11 in SP2. This is contrary to the Government’s intentions as expressed in the National Planning Policy framework - NPPF para 20 item (d).

Suggestion - amend Policy SP14:

Strategic Policy SP14: Making Great Places
A. Planning decisions as well as plans, development proposals and investment decisions should contribute to creating and retaining high quality places, and green, safe, inclusive and distinctive neighbourhoods through:

1. Understanding the place and wider context, and taking opportunities to improve areas and make them as good as they can be.

2. Creating and respecting places with a local identity reflecting the District's varied and distinctive heritage, historic character, topography and features.

Representation Summary:

WYAAS support the wording of Policy EN4 but think It would be helpful to developers & be in accordance with the NPPF (see para.187) if developers could be referred to the Historic Environment Record (HER) held by WYAAS, for the identity of non-designated heritage assets (NDHAs) held in the West Yorkshire HER that might exist within their area of proposed interest, and the potential that their area of interest might hold for containing currently unidentified NDHAs.

WYAAS would suggest It might be helpful to add a sentence to this effect at the end of para.4.28.13

Representation Summary:

Historic England funded a 5 year long Historic Landscape Characterisation assessment of West Yorkshire that was completed in 2017. A copy was supplied to Bradford planning dept & copy is also held in the West Yorkshire HER held by WYAAS. This identified the extent to which the historic character of anywhere in West Yorkshire survived as a recognisable element of the modern landscape and should be helpful to developers in ensuring sympathetic development in areas outside conservation areas to help respect and preserve the surviving historic character of an area. It would be helpful if the Local Plan were to acknowledge the existence of this study (as other Local Plans do in West Yorkshire, see Kirklees’ for instance) & refer large-scale developers to WYAAS, to consult this information.
