Part 5 of the policy supports and enhances the roles of Principal Towns as hubs for the economy, housing, community and infrastructure. Ilkley is a Principal Town, we support part 5 of the policy in supporting new homes in this and other local service centres.

We support the proposed policy which recognises the network of settlements in the district and the sustainability at all levels of the hierarchy to provide new housing to establish a sustainable pattern of growth and development across the district.

Wilsden is identified as a Local Service Centre where smaller scale development of market and affordable housing is supported to enhance the areas as attractive and vibrant places.

Ilkley, Keighley and Bingley are identified as Principal Towns and the main focus for housing, employment, shopping and leisure. Part B of the policy states that the roles of the Principal Towns as accessible and vibrant places to live, work and invest should be enhanced.

Object (para 3.5.27): We consider the 35% housing uplift should be applied to the requirement; this would require greater greenbelt release to ensure sufficient sites are provided to meet the requirement. The plan should identify additional green belt sites to meet a higher requirement based on the 35% uplift. In addition, areas of safeguarded land should be shown on the Policies Map to address under-delivery and be available if a five year housing land supply cannot be met. Areas identified for Safeguarded land will meet longer term development needs for housing and ensure that Green Belt boundaries can endure beyond the plan period.

Required Change
The policy and policies map should be amended to provide additional releases of Green Belt sites and Safeguarded land allocations to meet the housing requirement and ensure the longevity of Green Belt boundaries whilst ensuring the housing requirement is met.

A number of required changes are sought to policy SP8 as detailed in submission, summarised as:
• Policy too long and should be split into a number of separate shorter policies;
• Object to the proposed housing requirement figures linked to identifed job growth in SP6
- 35% uplift should be applied to the requirement;
• Housing requirement calculation should be clear and transparent and provided in the supporting text;
• Part A statement referring to ‘a significant boost in housing delivery’ should be deleted.
- Part C of the policy to be amended to provide clear guidance policy on what additional growth opportunities are supported.
• Object to the windfall allowance, further evidence to justify the amount is needed;

As set out in the reasonable alternatives considered, there is no requirement in the NPPF to phase sites. It is maintained that this policy is unnecessary and could result in deliverable sites being held back at a time when the Government’s priority is to significantly boost housing supply.

Required Change:
Part E of Policy HO1 should be deleted. Sites that have been identified as suitable for allocation should be able to be brought forward from the date of adoption. To hold
back deliverable allocated sites at a time when the housing supply should be boosted is contrary to national policy.

We support the proposed policy which seeks to achieve a minimum density of 35 dwellings per hectare (net). Part D of the policy states that locations close railway stations should seek to achieve densities in excess of 50 dwellings per hectare (net) whilst ensuring quality and well designed living environments.

We support the approach to making the best use of land in sustainable locations such as the Principal Towns such as Ilkley.

We support the flexibility in the policy that takes into account site specific constraints.
