We support the need to release land from the Green Belt under Policy SP5 and we agree that exceptional circumstances exist to amend the Green Belt.
In particular and with regard to the need provide a strategic employment allocation we strongly support the release of land from the Green Belt at Apperley Bridge, namely NE22/E and NE23/E.
However, we have reservations about the housing requirement and housing distribution set out in Policy SP8 and the knock-on effects this might have to Policy SP5.
We would suggest the housing requirement should be increased and that the Plan should decrease the proportion of the housing requirement being directed to Bradford City Centre and increase the amount of land to be released from the Green Belt for housing development.

Housing Requirement
It is considered that Policy SP8 is not fit for purpose and is unsound. We object to the proposed policy as it does not include the 35% uplift in housing need set nationally. There is no reason why the housing requirement provided by the standard methodology cannot be met and this housing requirement should be distributed appropriately in accordance with the settlement hierarchy expect for Bradford City Centre.

We support Policy EC1 and the acknowledgement that the Apperley Bridge/Esholt Strategic Employment Area is of regional importance for supporting a green recovery and employment aspirations in general. It is also one of only two strategic sites within the District that would be able to accommodate larger units.

We support the area strategy for Esholt and agree that NE22/E and NE23/E should be considered in combination in order to best utilise the land and for future operation. We also agree with the contextual analysis and consider the best location for an access road is the existing junction of The Avenue and Apperley Lane.

We support the allocation of sites NE22/E and NE23/E and agree with the indicative site areas and capacities.
We also support the assessment that NE22/E provides an opportunity to strengthen access links between the road network, railway station, and NE23/E and therefore is of strategic importance to the region.
We would suggest that a better form of development would be achieved if an element of class C3 residential development was included in the allocation.
