Representation Summary:

Support subject to amendment.
Part A of the policy refers to the vision, objectives and Policy SP1, however, Part B of the policy does not include a specific reference to the delivery of housing in the District. Given this is such a key part of the plan and the spatial vision for Bradford, the policy should be amended to reflect this.
Required Change:
An additional criterion should be included under Part B of Policy SP2 which supports the delivery of housing to ensure that identified needs will be met over the plan period.
Part 5 of the policy supports and enhances the roles of Local Growth Centres as hubs for the economy, housing, community and infrastructure. Steeton is a Local Growth Centre, we support part 5 of the policy in supporting new homes in this and other local service centres.

Support subject to amendment
Policy SP4 sets out the priority that will be given to allocating sites. First priority will be given to developable previously developed land within settlements. Second priority will be given to sustainable greenfield opportunities within settlements and third priority will be given to Green Belt land.
The second priority would support sustainable greenfield opportunities within settlements, but does not offer support for greenfield opportunities adjoining Bradford settlements that are not in the Green Belt. The second priority should therefore be amended to support greenfield opportunities within and adjoining settlements.
Required Change:
In accordance with NPPF and to support sustainable development, for clarity the policy should prioritise sites that are in sustainable locations. The wording of the policy should be amended as follows;-
2. Second priority to sustainable Greenfield opportunities within and adjoining the settlements.
3. Third priority to the limited release of Green Belt land in sustainable locations, as set out under Part B of this policy (SP4)

Representation Summary:

We support (with amendments) the proposed Green Belt releases to provide sustainable sites to deliver the current identified housing requirement.
The supporting text of the policy refers to Safeguarded land and states that land has not been safeguarded in the plan to reduce the harm to the Green Belt as a result of reducing the amount of land released from the Green Belt. In addition, paragraph 3.5.27 of the plan states that the Governments focus of housing uplift of 35% shows a greater intent for the development in urban areas rather than in greenfield/ green belt locations.
We object to the statement in two respects. Firstly, the plan should identify areas of safeguarded land on the Policies Map to address under-delivery and be available if a five year housing land supply cannot be met. The identified for Safeguarded land meets longer term development need for housing and ensures that Green Belt boundaries can endure beyond the plan period.
Secondly, the statement at paragraph 3.5.27 of the Plan conflicts with the policy text which details that exceptional circumstances exist for the release of Green Belt. Clearly if there were sufficient suitable, deliverable and available sites in urban areas there would not be exceptional circumstances to support the release of Green Belt. Additional Green Belt sites and Safeguarded land should be allocated to support the delivery of the housing in the district over the plan period. As a result of the full Green Belt review carried out, Safeguarded land should be allocated to ensure the longevity of the Green Belt and avoid the need for future partial reviews of the plan.
Required Change
The policy and policies map should be amended to provide additional releases of Green Belt sites and Safeguarded land allocations to meet the housing requirement and ensure the longevity of Green Belt boundaries whilst ensuring the housing requirement is met.

Housing Need and Requirement

A number of required changes are sought to policy SP8 as detailed above. The changes can be summarised as:-
-Policy too long and should be split into a number of separate shorter policies;
• We object to the proposed housing requirement figure of 1,704 per annum and the justification to not include/ or meet the 35% uplift of the standard method. 35% uplift should be applied to the requirement;
• Housing requirement calculation should be clear and transparent and provided in the supporting text;
• Part C of the policy to be amended to provide clear guidance policy on what additional growth opportunities are supported.
• Object to the windfall allowance, further evidence to justify the amount is needed;

Part E of the proposed Policy seeks to manage and phase sites based on 7 listed principles.
As set out in the reasonable alternatives considered, there is no requirement in the NPPF to phase sites. It is maintained that this policy is unnecessary and could result in deliverable sites being held back at a time when the Government’s priority is to significantly boost housing supply.
Required Change
Part E of Policy HO1 should be deleted. Sites that have been identified as suitable for allocation should be able to be brought forward from the date of adoption. To hold
back deliverable allocated sites at a time when the housing supply should be boosted is contrary to national policy.

We support the proposed policy which seeks to achieve a minimum density of 35 dwellings per hectare (net). Part D of the policy states that locations close to railway stations should seek to achieve densities in excess of 50 dwellings per hectare (net) whilst ensuring quality and well designed living environments. We support the approach to making the best use of land in sustainable locations such as the site at Steeton which is 600m from Steeton and Silsden Railway Station.
