Support subject to amendments
Part B of the policy does not include a specific reference to the delivery of housing in the District. Given this is such a key part of the plan and the spatial vision for Bradford, the policy should be amended to reflect this.
Required Change:
An additional criterion should be included under Part B of Policy SP2 which supports the delivery of housing to ensure that identified needs will be met over the plan period.
Part 5 of the policy supports and enhances the roles of Local Growth Centres as hubs for the economy, housing, community and infrastructure. Burley in Wharfedale is a Local Growth Centre, and we support part 5 of the policy in supporting new homes in this and other local service centres.

The second priority would support sustainable greenfield opportunities within settlements, but does not offer support for greenfield opportunities adjoining settlements that are not in the Green Belt. The second priority should therefore be amended to support greenfield opportunities within and adjoining settlements.
Required Change:
In accordance with NPPF and to support sustainable development, for clarity the policy should prioritise sites that are in sustainable locations. The wording of the policy should be amended as follows;-
2. Second priority to sustainable Greenfield opportunities within and adjoining the settlements.
3. Third priority to the limited release of Green Belt land in sustainable locations, as set out under Part B of this policy (SP4)

Support subject to amendment.
We support the proposed Green Belt releases to provide sustainable sites to deliver the current identified housing requirement.
The plan should identify areas of safeguarded land on the Policies Map to address under-delivery and be available if a five year housing land supply cannot be met. The identification of Safeguarded land meets longer term development need for housing and ensures that Green Belt boundaries can endure beyond the plan period.
We consider the 35% housing uplift should be applied to the requirement. This would require greater green belt release to ensure sufficient sites are provided to meet the requirement. The plan should identify additional Green Belt sites to meet a higher requirement based on the 35% uplift.
Required Change
The policy and policies map should be amended to provide additional releases of Green Belt sites and Safeguarded land allocations to meet the housing requirement and ensure the longevity of Green Belt boundaries whilst ensuring the housing requirement is met.

Housing Need and Requirement

A number of required changes are sought to policy SP8 as detailed above. The changes can be summarised as:
• Policy too long and should be split into a number of separate shorter policies;
• 35% uplift should be applied to the requirement;
• Housing requirement calculation should be clear and transparent and provided in the supporting text;
• Part C of the policy to be amended to provide clear guidance policy on what additional growth opportunities are supported.
• Object to the windfall allowance, further evidence to justify the amount is needed;

As set out in the reasonable alternatives considered, there is no requirement in the NPPF to phase sites. It is maintained that this policy is unnecessary and could result in deliverable sites being held back at a time when the Government’s priority is to significantly boost housing supply.
Required Change
Part E of Policy HO1 should be deleted. Sites that have been identified as suitable for allocation should be able to be brought forward from the date of adoption. To hold back deliverable allocated sites at a time when the housing supply should be boosted is contrary to national policy

Support subject to amendment
Part C of the Policy states that specific guidance on housing mix on an area or site basis will be set out as necessary in site allocation proformas and Neighbourhood Plans. This approach results in uncertainty for developers and contradicts with part B of the policy which provides flexibility on mix, supported by evidence.
Required Change
Part C of the Policy should provide clarity that any guidance on housing mix will support a flexible approach towards housing as outlined in Part B of the policy.
