The principal of an urban extension east of Holme Wood is well established, and the continued reference to Holme Wood as a key regeneration area in Draft Policy SP2: Spatial Priorities, is welcomed. This reinforces the importance of the delivery of the urban extension at Holme Wood, given the clear benefits the delivery of an urban extension will have on the regeneration of Holme Wood.

The policy contains a significant internal contradiction: (4) makes the airport a spatial priority, but dependence on the airport as an economic driver is very likely to undermine moves towards a green economy and the low carbon future, as envisaged by (8).
The Plan does not contain a reasonable alternative spatial strategy – an alternative which should be considered is for the airport not to be a spatial priority and to consider the extent to which that would enable the other objectives of the plan to be better implemented.
Despite the increase in the proportion of growth being directed to the Regional City (from 66% in the Core Strategy to 72%) the proportion of new development on brownfield land remains at 50%.
Considering the significantly increased emphasis given to making effective use of land in NPPF 2019 compared to NPPF 2012 (against which the adopted Cost Strategy was assessed), it would be reasonable to expect the percentage of development on brownfield land to have increased - its unclear why this is not the case.
We would therefore contend that an alternative strategy of pursuing a significantly higher concentration of development onto brownfield sites has not been fully tested.

CST supports the priorities set out in Policy SP2, especially the emphasis on transforming the economic, environmental, physical and social conditions of the District, with a particular focus on the Regional City of Bradford and key regeneration areas including Keighley. Similarly, the emphasis on supporting, protecting and enhancing the roles of the Principle Towns of Ilkley, Keighley and Bingley is an important spatial priority.
Support of commentary at paragraph 3.3.7 as it provides a helpful and supported statement on the role of principle towns.

We welcome the recognition of the important contribution the historic environment of Bradford makes to the Districts economy, and the opportunities to build on the Districts distinctive and varied architectural, heritage and cultural assets.
We endorse the recognition that a good quality environment is critical to the social, economic and environmental well-being of the District and that positive environmental management will be vital if it is to be safeguard and improved. - This section would make more sense if the final sentence of paragraph 3.2.13 was located at the start of paragraph 3.2.14.
We support the requirement that planning decisions / plans strategies, programmes and investment decisions should seek to:
7: Protect and enhance the character and qualities of the Districts heritage, landscape and countryside and maximise the contribution they can make to the delivery of wider economic and social objectives;
11: Ensure that developments are of high quality and well designed and that they contribute to inclusive built and natural environments which protect and enhance local settings, and heritage and reinforce or create a sense of local character, community and distinctiveness.

We note that there is a commitment within the Local Plan to support the regeneration of the district with Policy SP2 detailing Holme Wood as the key regeneration area.
In conjunction with this, Policy SP3 encourages development which supports the regeneration of the city.
These elements of the policy are fully supported and it is essential that it is maintained as an objective for the council. We would draw the council’s attention to the way in which my client’s site SE/163 can deliver on this objective in a way which no other site can.

It is acknowledged that in broad terms following the steer of the NPPF, priority should be given to Previously Developed Land as a means to limit greenfield release. This is agreed in principle, however there needs to be an appreciation of the risks involved in relying on complex city centre brownfield sites.
The capacity of the main urban areas including brownfield sites cannot accommodate the land required for the 41,400 homes (based on 2,300 dpa) by 2038 and Exceptional Circumstance exist in principle – albeit we believe to a much greater extent.
We question whether the delivery of high-density development in town and city centre locations will meet the requirements of the wider Bradford housing market.
Viability is also an issue.
