3.0 Extensive areas of Vacant Brownfield Land in Bradford
A number of strategic policies within this Local Plan give whole-heartedly support the policies for sustainable growth and development in the district. I also strongly support the policies which prioritise the allocation and use of brownfield sites. These good policies will both work towards the regeneration and also improving the sustainability of key areas, both within the village of Addingham itself and also, more generally, elsewhere within the much-wider Bradford City region.
As even a casual visitor to Bradford can see, much of Bradford’s urban land is now “brownfield and post-industrial”. These large areas of post-industrial of brownfield site is ideal for developing more affordable housing, obviously as part of a wider programme of urban regeneration.
However, in this draft plan, almost no brownfield sites have been identified. This omission is simply bizarre!!!

Addingham Neighbourhood Plan
Addingham has an adopted neighbourhood plan, produced by the Parish Council and which clearly reflects the views of the local electorate. During its preparation residents favoured overwhelmingly favoured the use of brownfield sites and small infill sites (but only if the land is not of high environmental value), as opposed to the use of larger sites and especially those involving the unwarranted release of land in the Green Belt.
Addingham is heavily constrained by Green Belt with limited deliverable brownfield and non-Green Belt growth options available or identified. Strongly support the draft plan’s Policy SP4, which priorities the use of previously developed sites and sustainable green field opportunities ahead of Green Belt sites. However, this key policy has been completely ignored in the selection of actual housing sites.

Our client is generally supportive of the prescribed hierarchy for the location of development, however, whilst this is an important priority, it must also strike a sensible balanced against deliverability, sustainability and viability to ensure planmaking applies the presumption in favour of sustainable development.
The Local Plan should provide a balanced portfolio of development opportunities, recognising the contribution that appropriately located sustainable greenfield development will make in meeting the overall housing requirement.
