Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 27175

Received: 24/03/2021

Respondent: Carole Wheeler

Representation Summary:

3.6.1 Statistics in SNPP clearly shows that across the plan period, the number of people in lower age groups is a shrinking not a growing proportion of the population.

3.6.4; 3.6.8: there is a need to ensure that through a strategy for inward investment, employment needs align with the District’s strengths by re-deploying and retraining workers so the they can contribute to the demands of the green economy.

3.6.9 The release of green belt for housing away from these areas is contrary to the need for homes to be localised close to centre of employment to reduce the reliance on the car.

3.6.12; 3.6.13: Future employment growth should be calculated using outcomes supported by data rather than to simply adopt an approach that factors none of these issues into account.

Introduction of a new strategic policy for economic growth is welcomed reflecting a broader approach to what contributes to a diverse, vibrant, and healthy local economy and improving the health and well-being of the community.

It is considered that the policy is positively worded. It would be appropriate for the policy under Part 5 to also refer to the “land-based industries and economy “.

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 28715

Received: 25/02/2021

Respondent: Dr Ros Brown

Representation Summary:

The supporting text for this policy is very opaque.

SP6(A1) is a repeat of the district’s economic strategy referred to at the beginning of the chapter, It doesn't indicate what the local plan intends to do to support the economy.

In SP6(A2) it is unclear why the regional city of Bradford is identified for enterprise in the green economy, where other parts of the settlement hierarchy are not.

SP6(A3) describes priority business sectors and clusters that will be supported but without any reference to the different needs of the different sectors listed, in terms of the types and locations of premises that they would need

SP6C states the council’s intention to support delivery of at least 1,600 jobs a year but does not specify the degree to which the Local Plan policies and site allocations are anticipated to contribute to that level of job creation. It is therefore entirely unclear how the amount of land referred to in SP6(B2) relates to the delivery of the job target SP6C.

The justification for green belt change does not stack up.

SP6 must make a clear and unequivocal statement that plan-supported economic development must actively contribute to the net-zero 2038 target for West Yorkshire.

As with other policies, there is no alternative strategy presented as having been considered. There is no evidence that the plan has considered whether Bradford’s economic strategy is compatible with the spatial and sustainable development priorities of the plan.

An option focusing on the green economy should be followed – for example, retrofitting existing buildings with zero carbon may offer employment opportunities within many small and medium-sized businesses

•In recent years, the Bradford urban area, Bradford City Centre, the M606 corridor and Airedale have been the main centres of the District's economic regeneration successes and achievements. ‘Policy will continue to exploit their roles as dynamic locations of choice for future economic growth.’ The release of Green Belt for housing away from these areas runs contrary to the need for homes to be located close to centres of employment.

Representation ID: 29056

Received: 29/03/2021

Respondent: Historic England

Representation Summary:

We welcome and support the intention of this policy to:
- Create a distinctive offer – using the Districts unique
architecture, heritage and cultural assets to create
compelling investment propositions and an environment
for growth;
- Encourage economic enterprises which develop or
enhance the viability of tourism, culture and leisure based
activities, and the built and natural environment; and
- Encourage the conversion of vacant buildings, including
mill buildings, to support local economic growth having
regard to their heritage, location and other key
constraints.
This reflects Bradford’s latest Economic Strategy which
identifies ‘using our unique architecture, heritage and
cultural assets to create compelling investment propositions and an environment for growth’ as one of four key opportunities for unlocking economic growth in the District. The District’s historic mills are identified as being one of the catalysts for growth.
