Object to the proposed development plans for Green Belt areas in Shipley:
- concern raised over how housing need figures for Shipley are calculated- do they consider impact of pandemic, fall in birthrate through lockdown, fall in migration due to Brexit?
- Are housing figures dictated by Government rather than local people
- Damage to Green Belt in Shipley- has every brownfield site been explored?
1. land on Valley Rd, which until a few years ago held a number of small blocks of flats until they were demolished.
2. the former Oddfellows Hall
3. land behind Aldi
4. the former Jobcentre and adjacent car park
5. the current Shipley Hospital site, which the NHS will soon be vacating
6. the Carnegie Library, or else the land on which it stands
- Increased traffic and access to Bingley Rd not considered possible
- Impact on flood risk on Branksholme Drive has been a significant problem.

The majority of the housing allocations for Shipley are well-judged i.e. the brownfield sites however:

- Shipley proposals should be limited to brownfield site only to avoid losing green filed and green belt land;
- the council - in the light of post covid implications - review unneeded office spaces and re-designate for residential;
- the brownfield housing allocations for Shipley need to be reviewed in order to achieve significantly higher densities - 50dph minimum;
- the Council should abandon Valley Rd road widening schemes and utilise the land instead for housing;
- all new housing in Shipley should be net zero in line worth putting dealing with the climate crisis at the heart of the plan.

The site (SH3/H) is located within Shipley, the Local Plan settlement hierarchy identifies Shipley as within the Regional City of Bradford, which is the prime focus for housing, employment, shopping, leisure, education, health and cultural activities and facilities in the District. The Local Plan recognises the Shipley area provides the opportunity to deliver significant housing and economic growth supported by environmental and sustainable transport improvements. We support the Local Area strategy set out in achieving these objectives.

Representation Summary:

The site is currently designated as Green Belt within the Replacement Unitary Development Plan (RUDP).

The Proposed Site Allocation Map identifies site SH5/H: Bingley Road, Nab Wood as a preferred housing allocation and of course is supported.

However, the Site Allocations Map also indicates that the site as being washed over by Green Belt. It is also displayed the same way in the separate ‘Local Area Strategy and Plan’ for Shipley as set out below paragraph 5.7.38 of the main part of the draft local plan.

This is clearly a cartographical error, as Policy SP5 (and associated accompanying text) of the draft plan relating to Green Belt is clear insofar as it identifies exceptional circumstances as required by paragraph 137 of the NPPF to remove land from the Green Belt, with part B of Policy SP5 listing the specific sites that should be released. This list includes site SH5/H.

Accordingly both the Site Allocation Map and the separate Local Area Strategy and Plan for Shipley should be amended, with it clearly depicting the site removed from the Green Belt consistent with Policy SP5 and to solely indicate its allocation for housing.

Green Spaces

Green space is important for wellbeing/mental health as Shipley is densely populated where few houses have gardens. Spaces have been a life-saver during the last year.

A number of areas in the Plan identified for housing are green space/Green Belt land - a loss of 1.3ha.

Will have a detrimental effect on families and health, especially when there is a shortage of open space. JSNA recognises that having access to green space has many benefits for the community.

Terminology requires clarification, e.g. describing Dockfield site as “mixed use”.

Why build in flood risk areas where land is saturated and drainage is not adequate. Plan does not include reference to effect on existing residents and what resolutions will be put in place.

Will impact on wildlife/eco-systems, particularly sites SH4/H & SH5/H. Bats fly through SH3/H

Brownfield sites not being fully exploited - would minimise the impact of building on greenfield sites. Potential sites include Shipley Hospital and Valley Road (where there used to be housing).

Traffic & Air Pollution

Centre has been working with residents who are concerned about the impact of cars in the communities. Aware that may residents are exposed to high levels of air pollution.

Introducing 1,200 additional dwellings will have a huge impact on traffic volume and air pollution, which is extremely high. Will have a long term health impact on residents and especially children who will have long term exposure.

Limited public transport and poor road infrastructure design does not help with the potential increase of levels to traffic especially at times of higher traffic, such as rush hour for work and school drop off and pick up times.

Air pollution is an area that many residents are extremely concerned about and we support the development of the Clean Air Zone.

Community design

Introducing such a large development to the ward brings questions about the community of design of the area, as the creation and management of environments for residents are reduced/taken away.

It is recognised that there are certain things residents need within their communities – access to shops, schools, dentists and doctors. Green spaces/parks are also need to support health/wellbeing.

Plan has no breakdown on the number of amenities that are planning to support a growing population.

Plan looks to take away some of the limited green space that there is connected to number of neighbourhoods.

Plan needs more clarification as to how community design will be improved/adapted to meet increased demands.

Experience of working with the community shows green space, safe roads and access to amenities are central to functioning neighbourhoods. A number of road and housing plans in the Local Plan would negatively impact on this.

-Development detrimental to both the specific green belt land and will affect neighbouring Shipley and Bingley.
-Concern regarding flooding - River Aire.
-This land becomes sodden when it rains heavily.
-Green areas should be preserved and not replaced with tarmac and concrete where rainfall simply runs off into watercourses and doesn’t get chance to soak away. Local becks, streams and rivers cannot handle any more additional water caused by run off.

We fully endorse the following elements of the Local Area
Strategy for Shipley:
 Development will be expected to conserve and enhance
the character, appearance and setting of the areas
important heritage assets and historic built form. This will
include: the World Heritage Site of Saltaire, Leeds and
Liverpool Canal Conservation Area, Listed Buildings and
key unlisted buildings and structures within Conservation
Areas and the World Heritage Site Buffer Zone.
 Supporting the objectives of the Saltaire World Heritage
Site Management Plan though the protection of the
outstanding universal value of Saltaire World Heritage
Site and its setting, and by ensuring new development
and public realm works enhance the built environment around Shipley town centre and improve links between
Saltaire and Shipley town centre.
These will assist in the delivery of the Vision and its related
Strategic Objectives relating to making great places that
encapsulate what makes Bradford so special.
