BU2/H The additional homes here would mean that Burley exceeds its housing allocation. Other areas of the District have yet to fulfil 50% of their allocation, much of which is brownfield, the priority according to the Local Plan.
The opposition to the Scalebor development is well founded on the grounds of sustainability [Q118; NPPF s2:7-14]. There are no exceptional circumstances that could justify development on this site.

For both sites, residents are concerned about the viability of affordable/social housing.

Representation Summary:

Consider that Land at Hag Farm, Burley in Wharfedale should be allocated for mixed development consisting of:

• Woodland (circa 1ha) – would be habitat creation, biodiversity opportunities and ecological connectivity benefits;

• Wharfedale Greenway – new footpath would connect this proposed route;

• Car parking for the railway station (26 spaces) – would assist in alleviating identified parking pressures;

• Re-location of a Builders Yard – would improve existing highways situation and ensures long term retention of the yard; and

• 2 residential dwellings – would provide a level of housing which respects the scale of the village and local housing needs. Will facilitate the provision of the remainder of the site to the Parish without cost.

Mix of uses will deliver significant ecological, social and community and highway benefits.

Proposal would seek to deliver aspirations, objectives and policies set out in the made Neighbourhood Plan.

Considered that exceptional circumstances exist to support the site’s allocation.
