Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

CR8/HC - New Bolton Woods

Representation ID: 29259

Received: 24/03/2021

Respondent: Environment Agency

Representation Summary:

We note that the CR8/HC – New Bolton Woods site within the Housing Delivery and strategic Sites (HO1) layer, encompasses a significant length of Bradford Beck water course.

Based on what is currently shown within the interactive map, the Bradford Beck water body bisects the proposed housing site.

We would like to flag the need for the existing water body to be protected and enhanced through any future development of this site. This would ideally include the creation of an undeveloped buffer zone. We would also like to highlight that Bradford Beck is confined to an open (and in parts closed) brick-lined culvert through much of this area. Significant ecological and geomorphological improvement opportunities (in line with the Humber River Basin Management Plan (RBMP) and Water Framework Directive (WFD) water body objectives) exist within this area, and improvement of the beck habitats could contribute significantly to Biodiversity Net Gain (including anticipated statutory 10% BNG requirement).

KY30/H - Beck Street/Bridge Street

Representation ID: 29261

Received: 24/03/2021

Respondent: Environment Agency

Representation Summary:

We note that the following sites offer opportunity to open up lengths of previously culverted watercourse, with benefits to Green-Blue Infrastructure and Biodiversity Net Gain. We would like to see this listed within the paragraphs on opportunities and development considerations, and wish to see the opening of these watercourses promoted as a benefit to the environment and a contribution to green space and the Wildlife Habitat Network:

o KY30/H Beck Street/Bridge Street: vacant land formerly occupied by a mill. As stated an opportunity to incorporate Green Infrastructure, but also to include significant improvement to blue infrastructure by opening up North Beck, using the beck as a feature on site with public access such as a pocket park.

KY23/H - Walk Mills, The Walk

Representation ID: 29268

Received: 24/03/2021

Respondent: Environment Agency

Representation Summary:

Sites that are adjacent to or include rivers and becks within their boundary must make full consideration of the value of these features for biodiversity and green-blue infrastructure, as well as the wildlife habitat network. The existing biodiversity and green-blue infrastructure along these rivers/becks must be protected, and opportunity should be taken to enhance this Green-Blue Infrastructure including habitat enhancement to achieve 10% net gain in the riverine element of BNG.

As stated previously in relation to the policies, it is particularly important to recognise that rivers and becks cannot be replaced elsewhere, and that continuity of habitat along them is essential to maintaining and improving their ecological condition, and in maximising their contribution to green networks. These sites include (this is not a comprehensive list of all sites with rivers and becks):

KY23/H Walk Mills, The Walk: the site is in a Green Infrastructure corridor along the River Worth and we would expect any development to maintain and improve this GI corridor, including blue infrastructure in line with policies SP9, SP10, EN2. There may be opportunities on site to enhance blue infrastructure and deliver riverine BNG, including consideration of weir alteration to facilitate fish movement.
