My principle concern looking at the Strategic Transport Delivery is the disproportionate allocation of public transport and active travel proposals across the city – particularly North VS South and how there is little evidence being provided to justify the current proposals.
In South Bradford, 39% of households have no car (higher than regional average) but all public or active transport proposals - with the exception of the park and ride - are north of the city centre.
This is especially difficult to reconcile, given the higher number of houses being proposed for BD4 (Holmewood extension).
One positive is the reference to the mass transit network for WY but at this stage this should be included as an addition rather than an integral part of the local plan.

My principle objection is linked to Lockwood Farm.
This is a greenfield site with poor transport links - road and public transport based. Nothing in the local plan addresses how the infrastructure in the area would cope with additional houses and why a greenfield site is being allocated before brownfield - infill sites which are more sustainable.
I would also ask for SE/008 to be reconsidered as it is poor quality green land that attracts unsocial behaviour and fly tipping whilst proving limited community benefit. Including sites like this would reduce demands on greenbelt allocations in Holmewood.
This is green field site and there has not been sufficient examination of brownfield sites in the area to justify it's inclusion in the plan at this stage.

In it's current form I must object to inclusion of so much greenbelt land for housing when inadequate consideration has been given to brownfield sites across BD4.
I also note that in CPRE's submission they highlight that Holme Wood suffers from significant social deprivation, and there is no evidence offered as to how building an urban extension next to Holme Wood would address the needs of that community. At the same time, the scale of countryside loss within this Green Belt pinch-point means that the social impacts of losing access to countryside and green infrastructure falling disproportionately on this already disadvantaged community.
The Plan suggests that Holmewood urban extension is co-dependent with the South East Bradford Access Road but this is missing from the Plan as a transport proposal. Similarly the proposed is Mass Transit Network for WY is not at a stage where it should be considered.

If the current outline of SE15/H is being considered than why not land to the east? This would create a larger site of housing on low quality green space which would reduce demand on greenbelt sites at Holmewood North and South.
