Housing Distribution - Keighley
In summary, there is insufficient housing distributed to the Principal Towns and to Keighley within this group of settlements which fulfil a District wide significant role as service, employment and transport hubs for their surrounding areas. A very significant increase is not required but a level more in line with the baseline distribution for Principal Towns, including Keighley, would serve to deliver the plan’s spatial priorities, better reflect and deliver the settlement hierarchy and thereby achieve sustainable development

The hierarchy of settlements and its policy approach is supported, in particular that in respect of the Principal Towns: that Ilkley, Keighley and Bingley will be the main local focus for housing, employment, shopping, leisure, education, health and cultural activities and facilities; and that the roles of Ilkley, Keighley and Bingley as accessible and vibrant places to live, work and invest should be enhanced.

CST supports the priorities set out in Policy SP2. In particular the emphasis on transforming the economic, environmental, physical and social conditions of the District, with a particular focus on the Regional City of Bradford and key regeneration areas including Keighley. Similarly, the emphasis on supporting, protecting and enhancing the roles of the Principal Towns of Ilkley, Keighley and Bingley is an important spatial priority.
The commentary at paragraph 3.3.7 of the preferred options document provides a helpful and supported statement on the role of principal towns in that they “fulfil a District wide significant role as service, employment and transport hubs for their surrounding areas.

Chatsworth Settlement Trustees (CST) continues to support this allocation, the site is available and CST is a willing land owner. Site KY22/H will support the local plan’s strategic approach for the District and for the principal town of Keighley (preferred option policies SP1, SP2 and SP3). The allocation will contribute to and help deliver the South East Keighley strategy. Key elements of this local area strategy for Keighley South East includes delivering 495 additional dwellings during the plan period (2020 to 2038). We have reviewed the information included on Site K22/H and have nothing to change or add to this.

Given CST’s comments on the proposed level of housing growth associated with Policy SP8 for Keighley and the need for this to be increased, the three rejected sites (KY/108, KY/109 & OA/011) and one 'non-assessed' site at Shann Lane (adjoining KY/112) would all provide opportunities to meet this need. In the case of the land at Bracken Bank (KY/108) this could be on part of the site.
