•Preferred allocations;
CU1/H Former Station Yard, (subject of a reserved matters application)
CH2/H Cullingworth Mill. Agree in principle but have concerns.
CU3/H Cullingworth Road/Doll Lane. This is green belt and would damage the unique character of the village and would form the beginnings of an urban sprawl, consequently we could not support this. Brownfield sites exist as an alternative as per application 19/03606/MAO (outline approval granted), together with Old village Hall site.
•Housing density for rural locations quoted as 35 homes per hectare. Rural locations should be allowed to incorporate smaller developments to protect the heritage and rural authenticity of the village.

Since 2013 Cullingworth has witnessed an exponential increase in its housing stock by a further 306 homes, (some still in the process of being built and occupied), with the consequential extra burden placed on the infrastructure of the village.

We refer to item 4.14.11 Managing Housing Delivery - We are very concerned that the existing infrastructure will not have the capacity to cope with even more increased development over the next few years and we request assurances that improvements to the infrastructure of our village will be aligned with current and future development as stated in 5.19.27.

Introduction

5.19.2 We question the total population of the village which is quoted at 2,937. According to Cullingworth Conservation Area Assessment prepared by Bradford Council in January 2003 it states at the time of the 1991 census the population of Cullingworth stood at 2,993, which is greater than the figure quoted in Feb 2021. We refer you to 5.19.14 below.

Planning for Homes

5.19.14 It is quoted that Cullingworth has 1,371 dwellings. According to the precept payments made to the Village Council in December 2020, Cullingworth has 1,581 homes contributing to the precept, a difference of 210 dwellings, (with the figure to increase to 306 on just one development) which added to all additional development from the 1991 census increases the population dramatically from the figure quoted in 5.19.2 above.

CU1/H - Halifax Road

This site has outline planning permission and pre-application discussions regarding reserved matters are underway. The site is previously developed land. The proposed position of the extension of the GNT is a great cause of concern for Cullingworth Village Council and our comments have been lodged with Bradford Council Planning Department.

CU2/H - Cullingworth Mill

Representation Summary:

We agree in principle, but make the following observations: Significant surface water plus a culvert running under the site could give rise to significant issues. The mill building could be regarded as undesignated heritage asset and the site is adjacent to a Grade II listed building. The existing access is through an archway which is very narrow and the site is close to a busy road junction. Pedestrian access may be an issue as existing access is very narrow with no existing footpath. There are good public transport connections.

Surface water flooding mitigation would be needed and may significantly constrain the site. There is a culvert under the site which could need to be reconfigured.
Bat alert area and ecological surveys would be required. Existing heritage assets including entrance arch would need to be considered and potentially incorporated into the design. There are significant challenge in terms of surface water flooding and access. Heritage will also need to be considered.

CU3/H - Cullingworth Road/Doll Lane

Representation Summary:

Cullingworth was first recorded in the Domesday Survey of 1086 and whilst the Conservation Area covers the core of the original pre-19th century centre of the village, Cullingworth has retained much of its rural and green setting and this contributes to the unique character and sense of place. We refer to item 3.5.1., and we support the aim set out in the NPPF of preventing urban sprawl and keeping land permanently open. The land quoted above is in Green Belt and development would have a significant impact on the unique character of Cullingworth.

GNT runs along the southern border and the woodland habitat needs to be protected. The site is adjacent to priority woodland and the habitat network and a buffer would be expected on the southern edge with habitat to enhance the woodland.
The Village Council would not be in favour of the development of this Green Belt site as there are acceptable alternatives.

We acknowledge we have to accept extra development, however, it has to be recognised that Cullingworth is undergoing the largest increase in housing stock in the local district over the last seven years. We view any future development to be minimal to afford the infrastructure to be improved to cope with the additional pressures and where possible further development to be contained within the confines of the village to maintain our rural, historical heritage and avoid the beginnings of an urban sprawl as per items 3.4.1, 3.4.5, Policy SP4: Location of development A1 and 3.5.1. We therefore recommend that this site be substituted for CU3/H Cullingworth Road/Doll Lane.

We refer to item 4.15.5 where It states the minimum target for preferred allocations in rural areas to be 35 homes per hectare. We would refer you to Bradford City Centre/Bradford North East/Bradford South East, (urban areas 50 dpha) where preferred allocations are presented as units of 5, 6, 14, and 15. Rural locations should be allowed to incorporate smaller developments as part of their preferred allocations to ensure we protect the heritage and rural authenticity of small rural settlements.
