Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021
SI2/H - Bolton Road Brown Bank Lane
Representation ID: 24275
Received: 24/03/2021
Respondent: Bradford District Ward Councillor (Conservative)
There is strong opposition to build housing on this greenfield site. Any development here would have a detrimental affect on the landscape character of the town and would affect the rural aspect of Brown Bank Lane.

Concerns about the impact on the highway infrastructure.
The negative impact on the Leeds Liverpool Canal Conservation Area.
The Ancient Hedgerows need to be protected (and not have a repeat of what happened with the Harron Homes Development).

I would like to see a mix of ‘affordable’ housing to include a substantial amount of shared ownership with suitable starter homes to enable younger people to be able to get on the property ladder.
There are still huge concerns about the impact on the highway safety as Keighley Road is already heavily congested.
This site is much closer to the railway station but the safe crossing of the A629 dual carriageway still remains a problem.
Flooding issues on this site are still a concern.

This is a good central site and may be suited for some of the accommodation to meet the needs of elderly residents who may wish to down size but wish to remain in the town.
To retain the original building if at all possible.

This application has now been reduced to 6 dwellings- many objections have been made on this planning application for a number of reasons but particularly regarding the further reduction of an open space within the town. Silsden has been identified as having a lack of green space in the town.

-Oppose building on green belt.
-5.14.13: more should be done to provide further retail and a further boost will make these villages more sustainable so the communities are able to more easily access services without the need to travel out of the area.
-Crosshills level crossing issues of long waits, tailbacks and increased pollution. CBMDC to address concerns with North Yorkshire to seek solutions.
-Poor transport infrastructure – reduced bus routes, awaiting railway station car park extension, poor cycle ways.
-Local housing needs - older population than average requires suitable housing to match need. Affordable housing for younger population
-Strongly oppose the development for building on any Green Belt sites.
-The brownfield areas elsewhere in the District should all be developed first before any Green Belt land is even considered.
-Impact on ‘sensitive’ landscape
-Impact on primary and secondary education provision – currently at capacity.
- Para 5.14.41: There are concerns that the Marley Waste Water Treatment Works is at capacity plus also the other utilities which serve the area.

I am opposed to building on this site as it is on the Green Belt. Planning Policy clearly states that unless there are exceptional circumstances then Geen Belt should not be released for building. Policy SP5 –Green Belt and SP8 –Housing Growth are narrative statements which are subjective and are no justification for releasing this Green Belt site for housing.
There are other brownfield sites within the district and these should all be utilised first before any Green Belt is built on.
The Conservation Area is very close to this site and any large development will adversely impact and conflict with the nature of this area. A conservation area is purposely to conserve and preserve the local character and historic value of the local area. A large housing site would therefore not be appropriate.
I am informed by local residents that there is an array of wildlife on this site so any building would need to be supported by a Habitat Regulation Assessment.
The local landscape and character would be hugely changed and would be overdevelopment.
Part of this site is on is within the flood risk areas and should not be built on.
