Representation Summary:

Greenhill Barn is located in a moderate performing Green Belt parcel. The site makes a major contribution to the purposes of including land in the Green Belt and has major potential for sprawl and would have a major impact on openness. There are no features within the site which could be used to create a more logical or potentially stronger Green Belt boundary. The site is currently designated as Green Belt, and the site specific Green Belt Assessment indicates that it has a major potential impact. The potential impact on the setting of Grade II Listed Building is not taken into account and it is with the 2.5km buffer of the SPA/SAC.

Representation Summary:

Whilst understanding that outline planning permission has already be given -I object to the planned 440 dwellings on a green filed site. Concern focuses on environmental grounds with loss of green fields, impact on local biodiversity, wildlife and impact on walkers and users of the canal. Development of this site would put enormous strain on local infrastructure - roads, local schools and schools.

BI4/H - Heights Lane (west side), Eldwick

Representation Summary:

The Heights Lane sites B14/H and BI8/H adjoins the Prince of Wales Registered Park. The loss of the greenfield site is likely to have a negative impact upon the local landscape and townscape, particularly the Prince of Wales Park. This site also falls within 2.5km of the South Pennine Moors SPA/ and the site is located in a moderate performing Green Belt parcel. There is some potential for sprawl and would have a moderate impact on openness. These sites do not present an opportunity to create a stronger boundary than that which exists. Heights Lane is a narrow country road with no footpaths, the sight lines at the junction with Otley Road are poor, with no space for either footpaths or improved sight lines Heights Lane is very popular with walkers, riders and runners and increased traffic on a lane and into the mini roundabout will be dangerous.

I object to this development:
• it is located within the green belt
• access to the location is via a narrow lane
• the alternative route will direct traffic through Ron Lawton Court, which is part of the separate Scalebor housing estate
• there is a covenant in force on the land restricting its use to that of grazing purposes only, without the consent of all Scalebor residents
• it would constitute over-development, having in mind the 500 houses that are part of the Sun Lane housing development
• the local road and rail infrastructure is already full to capacity and unable to cope with the present pressures placed upon it, even before the Sun Lane housing development begins, and this development would further exacerbate this impractical situation
• Similarly, the local education and health provision is also at full capacity and will be overwhelmed by this housing development.

I object to this development for several reasons:
• it is located within the green belt
• the site is far removed from local transport routes; bus - 400m and rail - 800m
• these distances will encourage the use of motorised vehicular transport, both to the nearest location of where public transport is available or direct to the person's elected destination
• the local road and rail infrastructure is already full to capacity and unable to cope with the present pressures placed upon it, even before the Sun Lane housing development begins, and this development would further exacerbate this impractical situation
• Similarly, the local education and health provision is also at full capacity and will be overwhelmed by this housing development.

ME1/H - Bingley Road (40)
Objection to the inclusion of this site based upon:-
• Currently designated as Green Belt.
• Poor pedestrian and bicycle access.
• Poor public transport connectivity.

Although allocation of Site ME1/H takes no regard of the topography whatsoever and it lies within the green belt and consists of a north-facing steep hillside. It is within 2.5km of the South Pennine Moors, currently being used for sheep farming, overlooking the village. It’s development would overshadow the existing settlements lower down the hillside particularly in Hargrave Crescent and Derry Lane as well as impacting on the SSSI and SPA. It conflicts with Policy SP9 Climate Change, Environmental Sustainability and Resource Use.

This plan does not provide adequate infrastructure planning.

Too many proposed developments with poor access.

Opportunities for increasing employment are missed.

The area has a low percentage of affordable housing and this is not addressed in the plan.

The plan seeks to support future additional large developments that will make any current infrastructure planning redundant.

Education and health services and facilities are already at capacity and this plan would significantly overwhelm them.

Excessive use of Green Belt land.
