A1. Direct development to areas with the lowest risk of flooding. Neither of the sites IL1/H nor IL3/H has the lowest risk of flooding and each in fact has an actual and existing risk of flooding. Indeed both sites do flood. Development of IL1/H is likely to increase the risk of flooding to IL3/H since run-off from IL1/H will increase after any development and will directly cause greater flooding risk to site IL3/H which is directly downhill from it (jeopardising the Ilkley - Leeds/Bradford railway line which runs between the two sites). This is directly contrary to A2 above which is to ensure that development proposals on one site do not increase flood risk elsewhere.
