A1 Direct development to areas with the lowest risk of flooding. Neither of the sites IL1/H nor IL3/H has the lowest risk of flooding and each has an actual and existing risk of flooding. Indeed development of IL1/H is likely to increase the risk of flooding to IL3/H since run-off from that site will increase after development and will directly cause greater risk to site IL3/H below it. This is directly contrary to A2 to ensure that development proposals on one site do not increase flood risk elsewhere.
