Representation Summary:

Council has not properly considered the very special significance of two key protected areas. Plan has not correctly followed statutory requirement to select sites that do not interfere/influence the SAC/SPA/Ramsar sites.
Plan is almost ignoring the protection of the South Pennine Moors SPA/SAC and North Pennine Moors SPA/SAC, and the interaction between these zones and their associated foraging land and protective zones.
Have not properly consulted/co-ordinated with neighbouring local authorities (Harrogate & Craven). Craven’s housing plans for Skipton are putting pressure on the Moors and should have been considered in combination with Bradford’s plans.
Draft policy on mitigation of impacts on SAC/SPA is illegal. Commits taxpayers to long-term expenditure on mitigation measures. These would not be necessary if housing sites have been properly allocated.
Underdeveloped areas, furthest away from high protected sites, are where housing should go first. NPPF presumption of sustainable development does not apply in the vicinity of protected European sites.
