This flat piece of land is strategically placed next to the train station, shopping centre and the foster sq shopping. This is too good a piece of land to use for housing.
This could be used to bring more people into the city centre. to increase footfall. a few ideas

A city of Bradford Museum site. relocate from Eccelshill and showcase all that is good and history of Bradford in a city centre location for visitors to attend. it could be part indoors and part outdoors and have zone for culture, history, Bradford city fire and famous custodians of Bradford
Or
Maybe an outdoor lido with bathing, slides eating, food areas to bring people to spend a day in the city centre. A unique experience that would place Bradford as a place to visit.
