Historic England would concur with this analysis and with the assessment of the degree of harm that the development of this site would be likely to cause. Historic England would also endorse the mitigation measures which have been put forward in the Heritage Impact Assessment and considers that these are likely to be effective in reducing the harm to the level indicated. Although we do consider that the HIA could provide further guidance regarding the form of development that might be appropriate in the Amber shaded area.
However, in order to reduce the potential harm to that level, the mitigation measures which the Heritage impact Assessment has put forward need to be implemented as part of any future development proposal for this area. Unfortunately, as currently worded, the development considerations for this site do not adequately reflect the mitigation measures set out in the Heritage Impact Assessment. Therefore, an additional development consideration is necessary to tie the mitigation measures set out in the HIA into the Plan.

Site NW21/H, add an additional bullet point under the sites development considerations to read: ‘’Development proposals should implement the recommendations set out in the Heritage Impact Assessment, or other suitable mitigation measures agreed by the Local Planning Authority to avoid or minimise harm to the significance of heritage assets and their settings.’
