Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 29464

Received: 13/03/2021

Respondent: Caroline Frost

Representation Summary:

1. Green belt - exceptional circumstances not demonstrated. No appreciation of cultural, recreational or environmental aspects.
2. Out of date housing numbers - no consideration of the effects of pandemic and Brexit. The 2021 census should inform the Plan.
3. SEBAR - no information nor evaluation of the impact of this road - inconsistent with Council’s declaration of a climate emergency. Concern the road will release further development sites, increase air pollution and traffic.
4. Health / Wellbeing - area provides green lung and is used for walking, running, cycling.
5. Wildlife – biodiverse area home to hundreds of threatened species. No real assessment of the impact on the environment, especially ancient woodland at Black Carr and Kit Woods.
6. Flood risk - large scale building at the top of the Valley will lead to flooding at the bottom as in February 2020 and 2021. Proper flood risk assessment vital.
7. Clean Air Zone - A new road does not contribute to the commitment towards the climate emergency.
8. High Court Ruling - the recent high court judgement relating to Leeds housing allocation has seen sites within greenbelt land removed from the plan.
9. As noted in NPPF “greenbelt should only be built on in exceptional circumstances “ inflated housing numbers and yet another road knocking 5mins off your journey is not “exceptional circumstances
