C2i There is no way that coal extraction can be made 'environmentally acceptable'.
C2ii What possible benefits could outweigh increasing carbon emissions and accelerating climate change ? This sounds as though the 'jobs' argument could be used to justify coal extraction, as it was used to justify expansion of the local airport. There are so many reasons why this is wrong - because it makes a joke of the declaration of a Climate Emergency, it would prevent the Council achieving its' target of net zero by 2038 (assuming it did the honest thing and owned the emissions resulting from the use of the coal), the Council would almost definitely face a legal challenge and, most importantly, it would contribute to the food shortages, mass movements of people, extreme weather events and conflict that will result if we don't meet our targets.
