Representation Summary:

It's a unique site in Ilkley and must not be developed for housing unless the associated vibrant, welcoming and open space is enhanced for the well-being of local and district community, (CSPR 3.18.10:2,4&5) and encourage visitors (economic benefit). The area south of the bridge has a particular sense of place, a river crossing, as one end of Dales Way, for meeting people, with great views of Rombalds Ridge (CSPR 4.10.2 D 1&6). Any housing must be high quality/landmark with minimal impact on people's enjoyment of this space including views to Moor.
As a prime site, benefit to a developer will be large, so any planning consent should be conditional on payment for public realm enhancement. Parking must be off road, road should be developed as green street, to reduce traffic movement, encourage play, walking, cycling.
