The suggested plan period is inappropriate. It disregards development which has already taken place in earlier iterations of the core strategy, and does not recognise the impossibility of determining housing and employment needs in the district so far into the future, particularly in light of the fundamental shifts resulting from the COVID-19 pandemic.
