At various stages throughout the Plan reference is made the Coranvirus pandemic and the detrimental impact on economic differences and social inequalities (3.6.2). Additionally the data is old. It would be far more sensible to base the plan on more up to date data as will be provided by the 2021 Census.
Whilst it is acknowledged that the short, medium and long term impacts of the Coronavirus pandemic will not be known for some considerable time to base the plan on "old" data presents significant risks. Will the Whole Plan Viability Assessment take the age of the data into account?
