Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 1444

Received: 13/03/2021

Respondent: Mr Ashley Elliott

Representation Summary:

Oakworth amenities such as the school, doctors and dentist (dentist has a waiting list of over 400 people) are at capacity and cannot support further residences. Additional traffic through Oakworth would create gridlocks due the amount of on-street parking.

This land forms part of the green belt / green corridor and should be prioritised for maintaining the natural landscape and local wildlife such as tree planting or left as wild meadow. There are brownfield sites available in Keighley & Bradford that should be prioritised before this area is considered for further residential properties.

Alternative option: There is land available on the open space to the north of Moor Drive in Oakworth which is already within a residential area and would not affect the greenbelt.

Representation Summary:

Oakworth is already over developed with strained services and amenities. New housing is not required within the village. New Houses have already been developed extremely close by at Hareton Way and Fletcher/Worth Valley Court, with a large development at Branshaw Park as well. Our local infrastructure cannot sustain more development - this propsed development is not to accommodate local demand as there is not a shortage in this area. – As demonstrated by semi detached and terraced house prices being below the West Yorkshire average.
Developing this greenfield site would unnecessarily impact wildlife, the environment and openness of the countryside in the heart of Bronte Country.
A more sustainable alternative would be to develop the numerous brownfield sites/unused mills/buildings within the council area.

Representation Summary:

We have extended/developed our house & garden to maximise the wonderful expansive views of the Worth Valley. The proposed development should have been done as part of the original development - it is grossly unfair on residents to be proposing this now/over the next 11/15 years - impact on wellbeing, privacy, views/landscape, wildlife/biodiversity, trees/deer, noise, pollution, increased CO2 emissions from houses/cars, road safety (during build & potential further 68 vehicles subsequently) - narrow road with existing double parking already, impact on house prices/saleability over a 15 year period.
OAH/1 is designated green belt to protect the special nature of the Worth Valley. Reducing Green Belt should only occur in exceptional circumstances - can the council demonstrate that they have fully explored all the Brownfield Sites across the Bradford District?
We significantly oppose this proposed development.

This land provides unobstructed views across the valley from both Pasture lane but also Dockroyd.
It is green belt and should be protected, I look out on to this field and see Sika deer's grazing on this land regularly, to build here is to destroy thier natural habitat.
Allowing this application would pave the way for future development on the nearby greenfield and green belt land, eventually the old houses that show the history of Oakworth become lost in a maze of new builds, which destroys the heart of the village.

I object to both OA1/H and OA2/H as Oakworth Road is a death trap already if it is grid locked with traffic its cars speeding past. More houses means increased traffic, the one coop in the village is busy or shelves are empty. School is packed, park is packed seriously enough people live in Oakworth for the facilities it has.
I also bought my house based on the fact I would be living in small local village I've lived all my life with good views and wildlife for children to enjoy. A new housing estate would spoil all of above. The new housing estate were bronte school used to be is half empty so why build another new housing estate.

Representation Summary:

I object because Oakworth already struggles with the volume of traffic within the village. There isn't the infrastructure or services within the village to accomodate these houses.
Oakworth is a village NOT a town!
These homes are being marketed as 'affordable housing'. They are nothing of the kind. They are bought as 'buy to lets' by investors who then charge extortionate rents!
Pasture Ave is a side street off a main road. If these houses are built it would turn Pasture Ave into a main road with a greater volume of traffic, which in turn would endager the children who enjoy playing outside.
This green belt land should be kept as such to protect the varied wildlife we have.
Have we NOT learnt nothing about climate change & the need to protect our natural environment.
We need trees & green belt land not more housing!

Representation Summary:

Not sure if my last objection was objecting to both sites, but objection to both proposed Oakworth sites due to overcrowding already in village. Infrastructure can not take more houses. School is bursting withbno room to expand, doctors is closed and the main road in village is narrow and already over congested with traffic. Pollution near the school with extra traffic, safety and loss of the minimal village green space. Use brown belt buildings in and around Keighley. Regenerate the town and don't just ignore and move out

Received: 18/03/2021

Respondent: Mrs Janet Thompson

Representation Summary:

This proposed site further expands the boundary of dwellings in Oakworth towards Haworth. The road and drainage infrastructure is not there to facilitate further expansion. The centre of Oakworth cannot accommodate more vehicles travelling through or looking for places to park whilst dropping children at school, attending the GP or going to the one shop we have. Traffic flow through the village is ridiculous especially as there is not a complete causeway for adults and children to walk on without having to cross several busy roads to get through the village and to schools.
I object to building on Green belt land when there are plenty of brown field sites in and around Keighley. Expanding villages until they become large conurbations is not the answer to providing low cost, accessible housing.

Representation Summary:

Inappropriate development of green belt. Would have an adverse effect of including land in the green belt. Not previously developed land. Not limited infilling. Will harm openness of countryside and fail to protect it from encroachment. Would cause significant harm to highway safety. Would significantly change the character of the site. Harm is not outweighed by other considerations. Very special circumstances necessary to justify development of the green belt have not been demonstrated. Proposal would conflict with LP Strategic Core Policy 7 and other policies in planning framework. Would not represent sustainable development in accordance with the planning framework.

There have been too many new build properties built in oakworth over the past few years.
There is now far too much traffic travelling through the village. At peak times the roads are a nightmare to cross. The local school is also full to capacity . Plus the proposed build on green belt land will effect local wildlife.

The area is green belt - overriding this makes a mockery. When new houses are built they are usual bought by young couples with young children, the school can not take anymore children and there is no more room around the school to be built on. When the school is in operation no one from Larch Close and surrounding streets can get in or out also with the co-op open the street is too busy. If the houses are built on Sykes Lane OA2/H this will make a road through from Sykes Lane to Station Road, Planning permission was turned down a few years ago because of this.
When they built the new houses on Maple Grove/Privet Drive they found the sewerage and drains could not cope.
Also with the total of 95 houses been built each household will have 1 car or more all these extra cars will lead to heavy traffic and pollution through the village.

Representation Summary:

-Oakworth already overdeveloped. New housing estates at Hareton Way & Council owned Fletcher/Worth Valley Court & construction currently at Branshaw Park/Ebor Mills.
-Heavy traffic and congestion through the village already. Will cause additional congestion and health concerns.
-Huge strain on local amenities (Doctors and School).
-Proposed sites are Greenbelt and should not be developed! They border conservation areas which raises wildlife/environmental concerns regarding removal of key open spaces and potential loss of mature trees. Site is a natural reserve for wildlife (Deer, Owls, Bats).
-Children’s play area compromised with dangerous access next to it.
-Worth Valley Heritage Walk/KWVR negatively compromised. Loss of historic/traditional character (Railway Children Walk).
-Pasture Avenue can’t take construction vehicles and further 60+ residential cars.
-If building continues Oakworth will merge with Haworth!
-Land should be developed that is not Greenbelt. Continued underuse of buildings/mills locally. Convert these into dwellings instead. Much better suited for transport links/amenities.

Representation Summary:

The proposed development of this greenbelt site will be detrimental to the character of the Oakworth Conservation Area in which areas of open land within the built environment are major features. The proposed development would lead to the loss of the important contribution this site makes to the visual appearance and semi-rural character of the Conservation Area as well as the fact it contains a large diversity of wildlife as well as mature trees. Other issues arising are:
-An existing sewerage system which is already overloaded and inadequate creating drainage issues.
-Inadequate water supplies.
-Increased pressure on local amenities and roads.
-Increased pollution.
-Loss of village identity
-Planning for only six properties (your ref: 02/01913/OUT) was flatly refused almost 20 years ago, on a small piece of land adjacent to the site at the end of Pasture Avenue. The exact same reasons for refusal then, are even more relevant now!

Representation Summary:

If this development was to be approved along side another proposed development off Sykes Lane it would place unacceptable demands on Oakworths infrastructure eg schools and Doctors surgeries, traffic flow through the village would inevitably increase caused by extra commuting too and from work from both sites either side of the village centre. A majority of these houses will be bought by families all of which will choose Oakworth School as there preferred choice and with just 60 places a year available this again is not achievable. Two developments of this size would have a severe impact on a village like Oakworth and I firmly believe small villages should cherished and protected, more suitable sites that can better cope with the extra demands placed upon it developed first. This seems to me like an attempt to sneak further and further into green belt land in the interests of profit.

Representation Summary:

Oakworth is already overdeveloped. No justification for building this number of properties.
Village identity lost as Oakworth/Haworth gradually merge.
Proposed site is Green Belt bordering a conservation area causing major environmental/wildlife concerns.
Increased heavy goods traffic adding to the existing congestion in village.
Negative impact on local infrastructure i.e roads, utilities.
Limited employment opportunity.
Doctors/Schools already at breaking point and unable to cope with increased capacity.
Proposed access to site is next to a children's play area causing safety concerns.
Increased traffic (60+) residential cars in an already congested area. Safety implications and increased pollution.
Destruction of open spaces which are vital in supporting mental well-being.

Alternatives:
The area remains a natural meadow/reserve for wildlife.
Other more suitable land is developed eg. brown field sites located closer to public transport links and jobs.
Develop existing unused buildings e.g. vacant mills and similar properties.

ref  OA1/H- Pasture avenue - Heavy traffic and congestion through the village already

additional pollution and health concerns

strain on local amenities such as doctors and schools, already over subscribed and impossible to park at peak times to use co op and post office.  Both sites are green belt and border conservation areas which bring about substantial wild life and environmental concerns.  Dangerous access on a corner directly opposite a play area resulting in parents anxieties for parent carers and children.

Pasture Avenue cannot take the addition of construction vehicles and potentially a further plus 60 cars. The number of cars already present makes for a narrow entrance.  Continued removal of key open spaces and potential loss of mature trees.

For residents directly adjacent to the site they will be pulling out of their drives onto a junction which will add an element of danger.

Representation Summary:

As a resident of Oakworth and a concerned parent, I am opposed to the the development of further housing on both designated sites. (Letter provided detailing the arguments for this objection). In summary, these equate to: the increased volume of traffic; the number of residents vs capacity of essential services (i.e., primary school/GP); the stress on the infrastructure; the health, safety, and wellbeing of current and potential future residents; the depletion of natural habitats and wildlife, the fact that these areas are an oasis of greenbelt between Oakworth and the other side of the valley. We also have a responsibility to protect the area so that future generations may enjoy the natural history and safety of the village.

Please consider these arguments against further development within the VILLAGE of Oakworth.

Pasture avenue is completely inappropriate to provide access for this proposal. On road parking already makes it unsafe should emergency vehicles be required, especially on weekends. (Photo evidence of a midweek during lockdown is provided). In normal times, the parking is far worse, DO NOT allow the fact this issue has been temporarily alleviated by lockdown to fool you.

Oakworth simply doesn’t have the infrastructure or amenities to sustain the additional housing. Is the school expected to double stack the recently installed portakabin classrooms???

Traffic already overwhelms the village at busy times.

Why are these villages being choked to death with too many houses and traffic fumes when so many alternative sites are available in the town?

Many housing construction in progress or already in place. Congestion through the village and dangerous heavy traffic. You just have to live here to know how bad it is. I should know, I've been here for over 20 years! It was made a 'Green Belt' for a good reason- keep it that way. Infrastructure inadequate. Amenities stretched.

There are more suitable places which are not green Belt. Develop underused buildings and delapedated mills. City sites that are closer to where the jobs are so the public transport is not stretched.
