As a resident of Oakworth and a concerned parent, I am opposed to the the development of further housing on both designated sites. (Letter provided detailing the arguments for this objection). In summary, these equate to: the increased volume of traffic; the number of residents vs capacity of essential services (i.e., primary school/GP); the stress on the infrastructure; the health, safety, and wellbeing of current and potential future residents; the depletion of natural habitats and wildlife, the fact that these areas are an oasis of greenbelt between Oakworth and the other side of the valley. We also have a responsibility to protect the area so that future generations may enjoy the natural history and safety of the village.

Please consider these arguments against further development within the VILLAGE of Oakworth.

Oakworth is already overdeveloped Oakworth and the surrounding areas have been subject to heavy development over the past few years and it almost seems like Bradford council wont stop until there is no green belt left and the Bradford districts villages are no longer villages.

Schools spaces are oversubscribed.
Construction traffic will struggle to pass all the parked cars on Pasture Ave.
Navigating through the village at peak times is a joke the roads are not designed for the kind of volume you are wanting to add to the village
The pollution in the area is getting worse
I challenge anyone from planning to try use the local coop at peak times
The site regularly houses a family of deer
You are wanting to put a junction next to a children's play area
Why are the council not concentrating on brownfield sites across the district!

I strongly object to the draft plan outlining a new housing development (OA1/H Pasture Avenue). OA1/H forms the Oakworth/Haworth greenbelt division.

OA1/H is agricultural land unused/untended for a long number of years which has returned to its natural state, it's a hunting ground for birds of prey, migratory birds visit feeding on one particular natural vegetation during their programmed route. Bats are present also owls, deer resided under the shelter of trees freely roaming and feeding 24/7 in the “back to nature field”, it no longer is agricultural land but has developed into a wildlife haven presenting as an important site funnelling into SACs, SPAs.

A considerable housing development is currently under construction in Haworth by Skipton Properties. The Ebor Mill site is under a mile in proximity from OA1/H. This development is devastating natural habitat and should enforce green belt land as a major factor for future generations.

Further to my previous statement the draft plan suggests that access to OA1/H is proposed to be via Pasture Avenue with an alteration to the outlined site entrance to enable this.
I would like to point out that the road structure of Pasture Avenue is not sufficient to support the volume demand of additional vehicular usage re safety and also the junction with Providence Lane is badly sited due to its placement of position falling just below the brow on that section of the hill resulting in impeded visibility with vehicles parked kerbside on the main road. The proposed amount of new properties will by its very nature increase vehicular travel by a minimum of 60 residential vehicles along Pasture Avenue and it’s junction with Providence Lane, without taking into account general transport usage, ie deliveries, utilities, etc.

I object to the proposed development OA1/H Pasture Avenue Oakworth
• Building on Green Belt land is in contravention to the Government’s aims and objectives as set out in chapter 13 of the National Planning Policy Framework (NPPF)
• The proposal has failed to demonstrate the exceptional circumstances required by the NPPF before Green Belt boundaries can be changed. Nor has the council detailed what the “very special circumstances” are for releasing this site from Green Belt protection.
• The council has failed to demonstrate that it has examined fully all other reasonable options for meeting its need for development.
• No evidence has been presented which stipulates that the housing need for the next 15 year period warrants releasing Green Belt land to be developed.
• This Green Belt land is a natural meadow and home to deer, owls and bats. Development would destroy this habitat for ever.

Both areas of land home a wealth of wildlife (wild deer, bats,owls, hedgehogs) & form the green corridors and networks to the River Worth. The land provides sanctuary to the endangered species. No positive effect on retention of employment would be seen as there are only shops/hairdressers/pubs in the village. Traffic congestion/pollution would increase. Access via Pasture Ave wouldn’t be ideal as there is already double parking on the narrow road making it dangerous if extra vehicles and plant were to use it, children wouldn’t be able to play safely.

Also what about housing that is unoccupied by missing landlords? Why aren’t these compulsory purchased to start with? You never consider the infrastructure, roads, doctors, schools, sewage, increased traffic etc., when drawing up these plans and what if any will be social housing which is the most needed of all builds? NONE!

* Heavy traffic and congestion is already a big issue in the village.
* Strain on local amenities such as the school and GP surgery.
* Both sites are Green Belt which bring about sustantial wildlife and environmental concerns.
* Continued removal of open spaces and mature trees which are very important in the quality of life of those of us who live here.
*Loss of village identity. Lots of people live here because of the countryside and wildlife.

Alternative ideas:

* Use land that is not Green Belt. Close to public transport and jobs (no train station in Oakworth).
* Instead of creating more urban sprawl use the buildings already here i.e. abandoned buildings/mills. For example there is a vacant house next door to me that could be used instead of building more.

•Oakworth, Haworth, Keighley are separate. Sites will contribute to merging.
•Brownfield sites should be targeted first. These are located in Bradford where transport links, employment opportunities are better.

The houses and the village cannot cope with any more of these inconveniences.

I think Oakworth is already over developed the infrastructure is not capable of supporting more homes, the amount of extra traffic would be diabolical the roads are already in a very bad way. We don't have the amenities, the medical practice is closed at the moment and no sign of reopening the school is full and no room to extend. The areas planned are greenbelt and should stay that way to preserve the wildlife and countryside. The only reason people want to build in the countryside is to ask a premium price which they would not get if built on brownbelt

The village is a nightmare in terms of heavy traffic and at times becomes extremely dangerous due to extra footfall due to the already over-crowed school, causing risk to residents/children - additional housing will impact on this more.

Children benefit from the green belt sites, this will impact on their out door space which they use.

I believed Oakworth was a safe village environment, your proposals will make this unsafe and no longer a village status.

There are other areas to build on, instead of using beautiful green belt land . Whilst residing in Oakworth 2 housing estates have been developed within close proximity.
Your plans will place children and residents at risk of harm due to extra traffic.
Use disused sites and mills for development.

2015 SHLAA “Site rejected by an Inspector at last plan” not explained.

Draft Local Plan assessment under the four purposes not completely accepted. Sloping site prominent in the landscape with long distance views, the open area can be viewed from many aspects.

Problematic access - frontage to Pasture Avenue is basically no more than an agricultural field gate, appeared to be very little used, will need to be developed into a made road.
The assumption that “visibility splays should be possible is a very challengeable, because the major frontage to Pasture Avenue has not been put forward, otherwise it would be included the site’s red line. Visibility splays will have to involve third party land. Is this site deliverable? maybe this crucial uncertainty has put the delivery timescale 11 years out?

The allocation should be removed. Other sites which can guarantee access without any potential third party, visual issues are available.

Impact of housing development within the village.

Infrastructure under stress; main highway, the roads and streets leading from it; sewerage systems; water systems, the inhibited access for emergency services; limited parking.

Problems caused by volume of traffic.

The primary/upper school is at maximum capacity, no room to expand.

Only one public car-park, Methodist church allows intermittent parking.

On-street parking is an necessity, not only does it slow down the flow of traffic but simply there is nowhere else for residents vehicles to park.

Refuse workmen/wagons cause hold-ups because the streets are narrow, the work is hazardous.

Dangerous/chaotic road when it snows and should not be made worse by added volume of traffic. When the bad weather is forecast, the residents from bordering streets bring and leave their cars, inconsiderately, on the main Keighley Road.

This is an oasis of green belt between Oakworth and the other side of the Valley, - further development inconceivable.

Opposition to the housing.

Monitoring traffic, between 8am and 9am over 800 vehicles passed by my door, cars, vans, tractors, buses and extremely large heavy goods wagons, Oakworth is over- burdened with traffic, creating difficulties for emergency vehicles and buses.

Parking on pavements, creates mobility issues, especially in winter when roads are hazardous.

Blocking pavements creates problems for blind/partially sighted and parents with buggies. Route to Oakworth Primary school is challenging, an obstacle course, even dangerous.

The level stretch of Oakworth Road is like a race track. The flashing 30 mph sign erected is in danger of wearing out, very few vehicles adhere to the speed limit.

Additional traffic will increase the problem!

More housing will increase traffic/delivery vehicles, creating more pollution.

No benefit from the constructions.

Non of the housing will be affordable.

No consideration for inhabitants who will be most affected.

Heavy goods lorries are unsuited to the roads and lead to more damage/pollution.

The reasons for my concern are mainly that:-

1. Oakworth is already overdeveloped and the Colne road that runs thru Oakworth is like Piccadilly Circus - no zebra crossings or pedestrian crossings and we all take our life in our hands whenever we have to cross the road so it will be even worse with more people and therefore more traffic!

2. The proposed development being Green Belt will affect wildlife and environmental concerns generally. Surely Green Belt should be Green Belt? and there are other possibilites as I have put in point 3:-

Please, please re-consider your plans - Oakworth is already becoming claustrophobic for all us inhabitants!!!

If you were a resident you would know how already stretched the school and doctors are.

Not to mention traffic is already a problem, cars are parked throughout the village at all times and it still results in congestion, at school drop off and pick up times the roads are almost undriveable.

The sites you are intending is is some of the few remaining parts that have greenbelt land, turning it into a housing estate would be incredibly sad and completely unjustified for a small village that is already at full capacity.

Oakworth simply doesn't have the space to accommodate more housing, the school would struggle as would the doctors which are at capacity, the village also already has a congestion issue especially at school pick up and drop off time, with cars abandoned everywhere due to the lack of any form of parking. Adding to this would servery restrict the village as a whole.

Also it stands to effect some of the last remaining green belt areas of the village which would damage wildlife and overall appeal of the village, a vast number of trees of already been felled in the last few years so adding to this would be very sad indeed.
