Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 24426

Received: 24/03/2021

Respondent: Mrs Janine Ward

Representation Summary:

The preferred plan period runs for 17 years (2020-2038) as opposed to the normal 15 year plan, extending forecast methods used to inform the plan by an extra 5 years. We would therefore suggest that the Local Plan’s progress is scheduled for review no later than 5 years before the plan period ends.

BPC also believe that it is important to review the Local Plan after the 2021 census data is released in 2022. The census will contain the latest demographic profiles, commute data etc. which may reveal something significant about housing and jobs throughout the District.

Representation ID: 25157

Respondent: Home Builders Federation

Representation Summary:

The Council proposes a Plan period of 2020-2038. The HBF considers it may be beneficial to take a cautious approach as the timetable has already slipped, with adoption now expected in 2023, whilst the 2038 figure would give the 15 years recommended by the National Planning Policy Framework (NPPF) it does not allow for any further slippage. The HBF considers that the Council may want to consider extending the plan period further to 2040.

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 25175

Received: 23/03/2021

Respondent: Bradford Chamber of Commerce

Representation Summary:

It is noted that the Introduction to the Plan (section 2.8) does not mention the Bradford Economic Strategy as one of the local strategies the new Local Plan seeks to align to. This is concerning not only because the Council were involved in its preparation, but that the economic aspirations that have been agreed locally are not clearly reflected in the Local Plan.

Proposed change: The Plan should make reference to the BES.
