Lack of consultation

The current local plan has had a notably short lead in period with very limited consultation.

There are many residents in Shipley and surrounding areas that are not IT literate or have access to digital means. Therefore we would like it recognised that the extent of submissions will have been significantly reduced. Given that the plan was written as we entered lockdown, additional consultation mediums could have been implemented such as questionnaire door drops and door knocking to giveall residents an opportunity to express their views and to make the process seem fair.

We have spoken to many people who feel that they have been excluded from the process due to the current situation and lack of awareness of the consultation. However, we are appreciative that the current circumstances have made things very difficult.

A Plan period of 2020-2038 is suggested, with the revised end date consistent with our suggestions from two (or so) years ago. Given that time has moved on EMFL considers that a cautious approach should be taken given the timetable has already slipped.

With adoption now expected in 2023, whilst the 2038 figure would give the 15 years recommended by the Framework (Para 22) it does not allow for any further slippage. EMFL suggest it would be prudent to consider extending the plan period further to 2040; the start date (for evidence etc) can be the same. Such changes will be consistent with the proposed revisions to the Framework as outlined above.

Chapter 2 includes the Council’s proposed plan period, suggest that the plan would run from 2020 to 2038, meaning the plan will have a lifetime of 18 years.

Whilst our Client does not object to this, there are concerns that the Council’s continued and long-standing record of significantly underdelivering the level of new homes required in the District should be fully accounted for with the emerging plan. This is evidenced by the Council not having been able to demonstrate a 5-year housing land supply for at least 10 years and their continued failure to meet the Housing Delivery Test. Whilst the standard methodology is supposed to account for past under delivery, the Council’s refusal to plan for the 35% uplift entirely undermines this.
